Barrett was born in Vancouver, British Columbia, the son of Rose (Hyatt) and Samuel Barrett, a peddler. His parents were Russian Jewish immigrants. He was first elected to British Columbia's legislature in the 1960 election as a Co-operative Commonwealth Federation (soon to become the New Democratic Party of British Columbia) member for the electoral district of Dewdney. He had to fight to be allowed to run as he was a civil servant, as at the time civil servants were barred from running for office.
He became known for his public speaking ability and held his seat through four elections. He ran for the provincial leadership of the NDP, but lost to Tom Berger. However, Berger lost the 1969 election, a contest that the NDP had been expected to win. He resigned, and there was a quick campaign to draft Barrett as party leader.
Barrett comes from a background of extreme sports. He began his career as a stuntman and transitioned to second unit directing. He co-created the CW television series The Mountain (2004), a patriarchal family drama loosely based on his upbringing as a struggling motocross racer at Mammoth Mountain.
Since his television debut, Barrett has directed over forty-one television series and seventy-seven episodes.
Personal life
Barrett grew up in the small town of Bishop, California, immersed in extreme sports and the outdoors. Grandson of Dave and Roma McCoy, founders of the Mammoth Mountain Ski Area, David ranked competitively in motocross, alpine skiing, and snowboarding.

Our next “behind the scenes” footage from the new CD "It Takes Three" is my original blues harmonica instrumental “Blow! Blow! Blow!” You’ll notice that I’m reading from sheet music. This is my blues science experiment where the entire song is based on the first lick. Though we use repetition within a chorus in the blues (known as Chorus Forms), there’s never been a blues harmonica instrumental written based completely on the first lick… until now! Every lick in this song is directly related to the first lick presented. The lick is played: backwards (retrograde); upside down (inversion); backwards and upside down (retrograde inversion); twice as fast (diminution); slowed to half speed (augmentation); used in pieces (fragmentation), transposed to different chords (sequences); and many other...
