Roméo Dallaire led the UN's peacekeeping mission when more than 800,000 Rwandans — most of them Tutsis and moderate Hutus — were slaughtered by the Rwandan military and Hutu militia. Thirty years after the genocide, Dallaire criticized world leaders for seemingly not learning from past atrocities and not going 'beyond the talk' to intervene. Dallaire, who was also a senator, said Canada has 'lost that extraordinary position' of an innovator and reliable actor when it comes to international diplomacy.

Big revelations have emerged from the latest rounds of foreign interference inquiry hearings. His best-selling book, Shake Hands With the Devil, is a stirring account of his experience as the Force Commander of the United Nations Assistance Mission to Rwanda, which exposes the failures of the international community to stop the worst genocide in the 20th century. The Oklahoma City National Memorial & Museum is honored to announce that Roméo Dallaire, a retired lieutenant-general, Senator, and celebrated humanitarian will be the 2014 recipient of the Reflections of Hope Award. In 1993, LGen Dallaire was appointed Force Commander for the United Nations Assistance Mission for Rwanda (UNAMIR), where he witnessed the country descend into chaos and genocide. More than 800,000 Rwandans were killed in less than 100 days.

(7 Aug 1994) U.S. military chief General John Shalikashvili on Sunday (7/8)
flew into the war-damaged Rwandan capital of Kigali.
Shalikashvili, chairman of the Joint Chiefs of Staff, was greeted
by the US ambassador in Rwanda David Rawson before speaking
briefly to soldiers among the 250-strong contingent at Kigali
airport. He then drove off to meet U.N. military commander
