According to Debrett's Correct Form the English title "Councillor" (often shortened to ‘Cllr’) applies only to elected members of city, borough or district councils. However, there is no legal basis for this restriction and in practice the title is applied to all councillors at all levels of local government. Where necessary, parish and county councillors are differentiated by the use of a fuller title such as "town councillor" or "county councillor". The title precedes the holder's rank or other title, as in Cllr Dr Jenny Smith or Cllr Sir James Smith, and for women it precedes their title of marital status, as in Cllr Mrs Joan Smith.
In the Netherlands the municipal council (gemeenteraad) is the elected assembly of the municipality. Its main role is laying down the guidelines for the policy of the council of mayor and aldermen and exercising control over its execution by the council of mayor and aldermen.
The municipal councils range in size from nine to 45 seats, depending on the municipality's population, and are elected by the population every four years. In many municipalities all major political parties contest in the election in addition to local parties. In most major, urban municipalities, all major parties are represented in the city council, while in smaller and more rural municipalities, only the largest parties and a local party have seats in the city council. All citizens and foreigners who live in the Netherlands for at least four years in a municipality have the right to vote and almost all citizens can be elected. Ministers and state secretaries in the national government are barred from standing in elections as well as mayors and civil servants employed by the municipality. After the elections the parties in the states elect the aldermen.
Ontarians vote for city councillors every four years, but what exactly are their responsibilities in a municipal government? This short video explains.

Councillor detonates grenades at meeting after argument over council leader's pay
A Ukrainian local councillor detonated grenades at a village meeting, leaving at least 26 people injured.
The man, named by local media as Serhii Batryn, was filmed on Friday morning taking grenades out of his jacket and tossing them onto the floor.
A number of explosions followed, leaving the room filled with smoke and bodies lying on the ground.
Mr Batryn is said to have feuded with fellow councillors in the village of Keretsky, western Ukraine, about a war-time pay increase for the council’s leader. He had rowed in the meeting before leaving and returning with grenades, the Kyiv Independent reported.
Police said six people are in hospital with life-threatening injuries. They initially said the councillor had died, but later clarified that doctors had resuscitated him.

With fists raised high in tightened knots The room explodes and now this blood is on your hands And there is no time for a second chance To paint my face with blood and tears and cover up In an open book that no one reads A misspelled word that no one know You stole the rain Then you turned around and tore my life in two Just like the picture that once hung on the wall in the room that we used to share So fold me up and put me back in the place where you used to keep your heart You think its getting smaller? It's been that way for quite some time now The cadence beats down on the tar It sounds the same as your fists raining down (if you wanted to change the way I look at you...)
