The Circuit Court of Cook County is the largest of the 24 circuits in Illinois as well as one of the largest unified court systems in the United States — second only in size to the Superior Court of Los Angeles County since that court merged with other courts in 1998.
The Cook County Circuit Court was created through a 1964 amendment to the Illinois Constitution which reorganized the courts of Illinois. The amendment effectively merged the often confusing and overlapping jurisdictions of Cook County's 161 courts into one uniform and cohesive court of general jurisdiction.
More than 2.4 million cases are filed every year. To accommodate its vast caseload, the Circuit Court of Cook County is organized into three functional departments: County, Municipal, and Juvenile Justice and Child Protection.
As of December 2014, the court has 402 judges. Among them, 257 of the judges are circuit judges, who are elected for six-year terms either at-large from across the entire county, or from one of the court's 15 residential subcircuits. Circuit judges must be retained by voters every six years. The Illinois Supreme Court can fill circuit judge vacancies between elections. Any court-appointed judges must go before voters at the next available primary and general election in even-numbered year.
Circuit court is the name of court systems in several common law jurisdictions.
History
King Henry II instituted the custom of having judges ride around the countryside ("ride circuit") each year to hear cases, rather than forcing everyone to bring their cases to London (see Assize of Clarendon). Thus, the term "circuit court" is derived from the practice of having judges ride around the countryside each year on pre-set paths − circuits − to hear cases. Especially on the United Statesfrontier, a judge might travel on horseback along with a group of lawyers. Abraham Lincoln was one such attorney who would ride the circuit in Illinois. In more settled areas, a stagecoach would be used. Eventually the legal caseload in a county would become great enough to warrant the establishment of a local judiciary. Most of these local judicial circuits (that is, in terms of the actual routes traveled by judges) have been thus replaced by judges regularly stationed at local courthouses, but in many areas the legacy term remains in usage.
The Circuit Court (Irish:An Chúirt Chuarda) of Ireland is an intermediate level court of local and limited jurisdiction in the which hears both civil and criminal matters. On the criminal side the Circuit Court hears criminal matters tried on indictment with a judge and jury, except for certain serious crimes which are tried in either the Central Criminal Court or the Special Criminal Court. On the civil side the Circuit Court has a considerable parallel jurisdiction — including equitable remedies — with the High Court but normally cannot award damages of more than €75,000. The Circuit Court also hears de novo appeals from the District Court in both civil and criminal matters.
The Circuit Court consists of a President and thirty-three ordinary judges. It is composed of eight circuits, each of which cover an ad hoc region of the state.
History
It was first established as the Circuit Court of Justice under the Courts of Justice Act 1924 and replaced the County Court on the civil side, and Quarter sessions and Recorder's Courts on the criminal side, as well as some of the jurisdiction of the assizes.
Cook County's population is larger than that of 29 individual U.S. states and the combined populations of the seven smallest states. There are 135 incorporated municipalities partially or wholly within Cook County, the largest of which is Chicago, which makes up approximately 54% of the population of the county. That part of the county which lies outside of the Chicago city limits is divided into 30 townships. Geographically the county is the fifth largest in Illinois by land area and shares the state's Lake Michigan shoreline with Lake County. Including its lake area, the county has a total area of 1,635 square miles (4,234.6km2), the largest county in Illinois, of which 945 square miles (2,447.5km2) is land and 690 square miles (1,787.1km2) (42.16%) is water. Cook County's land is mainly urban and very densely populated.
In an interview appearing on indiewire.com, Pomes stated: "The story began about people who I have been around, living outside of civilization, out in the woods, down a dirt road with all the old stereotypes: the roof caving in and the tires in the front yard. The story is about that group of people, and the family trying to be a family in the backwoods environment. Crystal meth was always out there. I was never at any crystal meth parties or anything like that, but there were always people where I lived outside of Houston. Those are the characters in the film, but crystal meth really drives the story. It's the vehicle."
Not having direct contact with crystal methaddicts, Pomes read widely on the subject of drug addiction. Explained Pomes in an interview for Filmmaker Magazine: "I did a ton of research. Mostly just through the Internet, through magazine articles and things of that nature. I did a lot. There is so much out there. People on meth like to talk about it. They like to take[sic] about the process of making it, the problems they have with it. There are tons of blogs out there, websites, people write songs and poetry about it [laughs]. Not in a good way necessarily, or a glorifying way, but just how it’s affected there[sic] lives. There’s recipes out there, you don’t just have to make it one way. There’s a bunch of different ways to do it. We found lots of pictures of people on meth and meth labs and used those to inspire us a bit for wardrobe, makeup, art direction, the general aesthetic of the movie."
