The dam impounds the water of the Umatilla River to create Cold Springs Reservoir, a component of the Umatilla Basin Project of the United States Bureau of Reclamation. Dating from 1908, the first generation of the bureau's projects in the American west, the reservoir supplies irrigation water for local agriculture in this arid and seasonally-cold desert region. The nearby 1927 McKay Dam and McKay Reservoir are part of the same water management project.

Sauk River Washing Out Railroad Bridge Just Below Cold Spring Dam
This video captures the local railroad authority taking emergency precautions to prevent the railroad bridge located just below the Cold Spring dam on the Sauk River, from washing away. They were hoping to have some loaded cars brought in to sit on the bridge during the river crest over the next day or so, but the railroad company didn't want to take the risk in case something did happen to the bridge.

Cold Spring Fishing Below the Kinzua Dam (Warren, PA)
Fishing below the Kinzua Dam in Warren, Pennsylvania. Ben landed 3 or 4 small walleye, I landed a big largemouth bass. It was a cold day with off-and-on snow, sleet, and rain. I tried the new muskie rod but didn't have any action with it.
