According to weapons disposal experts, there are at least 200 places in Germany where chemical warfare agents are stored. They were carelessly buried or sunk, and are now a ticking time-bomb. What is a chemical weapon?
According to the Chemical Weapons Convention, a chemical weapon is:
- Any toxic chemical that can cause death or harm to humans or animals through its chemical action on life processes.
- Any chemical precursor used to produce a toxic chemical.
- Any munitions or devices designed to inflict harm or cause death through the release of toxic chemicals. This could include mortars, artillery shells, missiles, bombs, mines or spray tanks.
- Any equipment designed to be used with munitions and devices identified as chemical weapons.
There are four types of chemical agents used in chemical weapons and each one affects the body in a different way.
Choking agents mainly inflict injury on the respiratory tract, irritating the nose, throat and especially the lungs. When inhaled, these agents cause air sacs in the lungs to secrete fluid, essentially drowning those affected.
Blister agents are oily substances that act first as an irritant and then as a cell poison on skin and when inhaled. They cause life-threatening blisters, affecting the eyes, respiratory tract and skin. Although casualties are high, deaths represent a small percentage.
Blood agents inhibit the ability of cells to use oxygen, effectively causing the body to suffocate. They generally enter the body through inhalation and are distributed via the blood.
Nerve agents affect the peripheral and central nervous system leading to hyper-stimulation of muscles, glands and other nerves. They are highly toxic with rapid effects and act primarily by absorption through the skin and lungs.
The Chemical Weapons Convention bans the development, production, stockpiling transfer and use of chemical weapons. It is a total and comprehensive ban against an entire category of weapons of mass destruction.
But what about toxic chemicals and precursors that can be used for peaceful purposes, such as in pharmaceuticals or agriculture?
The Convention defines toxic or precursor chemicals as chemical weapons depending on their intended purpose. This is called the General Purpose Criterion.
The General Purpose Criterion gives Member States the right to produce and use chemicals for peaceful purposes and to acquire and retain conventional weapons and their delivery systems.
If a toxic chemical or precursor is used for ‘purposes not prohibited by the Convention’, in other words, if it is not used to cause death, temporary incapacitation or permanent harm to humans or animals, then it is not considered a chemical weapon.
However, any chemical intended for chemical weapons purposes, regardless of whether it is specifically listed in the Convention or its Annexes, including the three schedules of chemicals, is considered a chemical weapon

But experts agree that if we do not tackle the problem now, it will become increasingly dangerous and will continue to plague future generations.
During World War One and World War Two, Germany was one of the world's largest producers of chemical weapons. Substances like tabun, sarin, phosgene, diphenylchloroarsine and mustard gas were produced in huge quantities. The goal was to kill or demoralize the enemy in exceptionally cruel ways. After the wars, the chemical agents as well as factories and distribution facilities were supposed to have been destroyed as quickly as possible. In many places, the chaotic aftermath of war meant that disposal was often not recorded in writing or documented with photographs.
One of the most unsettling places is Dethlinger Pond near Münster on the Lüneburg Heath. Experts say it may be the "most poisonous hole in the world." After World War Two, British occupying forces as well as German authorities indiscriminately threw in whatever they found near the local chemical weapons factory and other stockpiles. The amount of chemical weapons there is still unknown, but it’s certain to be in the thousands. Almost nothing was documented, and later, the pond was simply filled in. Seventy-five years after the end of the World War Two, authorities have finally gathered the courage and determination to take action, partly due to pressure from protesters. As the pond is excavated under strict security measures, it soon becomes clear that the situation is far worse than feared.
Dethlinger Pond is just one of many locations in Germany that still harbor these dark, toxic and often dangerous secrets. The chemical warfare industry was widespread throughout the country. Whoever believes that these places are all guarded or protected by authorities is mistaken. Often, buildings were simply constructed on top of contaminated areas, something that seems unthinkable today.

After World War Two, British occupying forces as well as German authorities indiscriminately threw in whatever they found near the local chemical weapons factory and other stockpiles. The amount of chemical weapons there is still unknown, but it’s certain to be in the thousands. Almost nothing was documented, and later, the pond was simply filled in. Seventy-five years after the end of the World War Two, authorities have finally gathered the courage and determination to take action, partly due to pressure from protesters. As the pond is excavated under strict security measures, it soon becomes clear that the situation is far worse than feared.
Dethlinger Pond is just one of many locations in Germany that still harbor these dark, toxic and often dangerous secrets. The chemical warfare industry was widespread throughout the country. Whoever believes that these places are all guarded or protected by authorities is mistaken. Often, buildings were simply constructed on top of contaminated areas, something that seems unthinkable today.

The OPCW is the Organisation for the Prohibition of Chemical Weapons. With 193 Member States and a Technical Secretariat, the OPCW is responsible for implementing the Chemical Weapons Convention.

The Chemical Weapons Convention is a powerful agreement for ridding the world of chemical weapons. But what is in the Convention and how does it do this?
The Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, is known most often by its shorter name, the Chemical Weapons Convention. It is an international treaty that aims to eliminate an entire category of weapons of mass destruction, namely, chemical weapons.
193 countries are States Parties to the Convention and they work together to implement its four key provisions:
1. Destroying all existing chemical weapons under international verification by the OPCW;
2. Monitoring the chemical facilities to prevent chemical weapons from re-emerging;
3. Providing assistance and protection to Member States against chemical threats;
4. Fostering international cooperation to strengthen implementation of the Convention and promote the peaceful use of chemistry.
The Convention purposely created the Organisation for the Prohibition of Chemical Weapons, the OPCW, to ensure that its obligations are being met and to support Member States in the implementation of the CWC.
When a country joins the Convention, it agrees to eliminate any stockpiles of chemical weapons, any facilities that produced them, old chemical weapons, and any chemical weapons abandoned on the territory of other Member States in the past.
Since the Convention entered into effect in 1997, over 70,000 metric tonnes of declared chemical weapons stockpiles have been verifiably destroyed.
The Convention also requires Member States to declare certain toxic chemicals, their precursors, and the facilities that produce them to ensure that they are only used for peaceful purposes. Dedicated teams of inspectors visit hundreds of chemical facilities each year to verify the accuracy of declarations. They also verify the destruction of chemical weapon stockpiles.
Recognising that chemistry has many peaceful purposes, the Convention clearly defines cases in which a Member State can legally possess certain toxic chemicals. These are called “purposes not prohibited” and include industrial, agricultural, research, medical, pharmaceutical, and protective purposes among others.
Should chemical weapons be used, the Convention provides steps that can be taken by the OPCW to address non-compliance and to provide assistance and protection.

The OPCW is the Organisation for the Prohibition of Chemical Weapons. With 193 Member States and a Technical Secretariat, the OPCW is responsible for implementing the Chemical Weapons Convention.

The Chemical Weapons Convention is a powerful agreement for ridding the world of chemical weapons. But what is in the Convention and how does it do this?
The Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, is known most often by its shorter name, the Chemical Weapons Convention. It is an international treaty that aims to eliminate an entire category of weapons of mass destruction, namely, chemical weapons.
193 countries are States Parties to the Convention and they work together to implement its four key provisions:
1. Destroying all existing chemical weapons under international verification by the OPCW;
2. Monitoring the chemical facilities to prevent chemical weapons from re-emerging;
3. Providing assistance and protection to Member States against chemical threats;
4. Fostering international cooperation to strengthen implementation of the Convention and promote the peaceful use of chemistry.
The Convention purposely created the Organisation for the Prohibition of Chemical Weapons, the OPCW, to ensure that its obligations are being met and to support Member States in the implementation of the CWC.
When a country joins the Convention, it agrees to eliminate any stockpiles of chemical weapons, any facilities that produced them, old chemical weapons, and any chemical weapons abandoned on the territory of other Member States in the past.
Since the Convention entered into effect in 1997, over 70,000 metric tonnes of declared chemical weapons stockpiles have been verifiably destroyed.
The Convention also requires Member States to declare certain toxic chemicals, their precursors, and the facilities that produce them to ensure that they are only used for peaceful purposes. Dedicated teams of inspectors visit hundreds of chemical facilities each year to verify the accuracy of declarations. They also verify the destruction of chemical weapon stockpiles.
Recognising that chemistry has many peaceful purposes, the Convention clearly defines cases in which a Member State can legally possess certain toxic chemicals. These are called “purposes not prohibited” and include industrial, agricultural, research, medical, pharmaceutical, and protective purposes among others.
Should chemical weapons be used, the Convention provides steps that can be taken by the OPCW to address non-compliance and to provide assistance and protection.
