Perlman was born in Tel Aviv in 1945, then British Mandate of Palestine, now Israel. His parents, Chaim and Shoshana Perlman, were natives of Poland and had independently immigrated to Palestine in the mid-1930s before they met and later married.
Perlman first became interested in the violin after hearing a classical music performance on the radio. At the age of three, he was denied admission to the Shulamit Conservatory for being too small to hold a violin. He instead taught himself how to play the instrument using a toy fiddle until he was old enough to study with Rivka Goldgart at the Shulamit Conservatory and at the Academy of Music in Tel Aviv, where he gave his first recital at age 10, before moving to the United States to study at the Juilliard School with the violin pedagogue Ivan Galamian and his assistant Dorothy DeLay.
The Bulgars (also Bulghars, Bulgari, Bolgars, Bolghars, Bolgari; Proto-Bulgarians) were semi-nomadic warrior tribes of Turkic extraction who flourished in the Pontic-Caspian steppe and the Volga region during the 7th century. Emerging as nomadic equestrians in the Volga-Ural region, according to some researchers their roots can be traced to Central Asia. During their westward migration across the Eurasian steppe the Bulgars absorbed other ethnic groups and cultural influences, including Hunnic, Iranian and Indo-European. Modern genetic research on Central Asian Turkic people and ethnic groups related to the Bulgars points to an affiliation with western Eurasian and European populations. The Bulgars spoke a Turkic language, i.e. Bulgar language of Oghuric branch. They preserved military titles, organization and customs of Eurasian steppes, as well as pagan shamanism and belief in the sky deity Tangra.
The Bulgars became semi-sedentary during the 7th century in the Pontic-Caspian steppe, establishing the polity of Old Great Bulgaria c.635, which was absorbed by the Khazar Empire in 668 AD.

Ahmad ibn Rustah Isfahani, better known as Ibn Rusta was a 10th-century Persian explorer and geographer born in Rosta district, Isfahan, Persia. He wrote a geographical compendium known as Book of Precious Records, based on first hand accounts and his own travels. His information on the non-Islamic peoples of Europe and Inner Asia makes him a useful source for these obscure regions and for the prehistory of the Turks and other steppe peoples.

Still, the precise position of Chuvash within the Oghur family of languages is a matter of dispute among linguists. Since the comparative material attributable to the extinct members of Oghuric (Khazar and Bulgar) is scant, little is known about any precise interrelation of these languages and it is a matter of dispute whether Chuvash, the only "Lir"-type language with sufficient extant linguistic material, might be the daughter language of any of these or just a sister branch.

Still, the precise position of Chuvash within the Oghur family of languages is a matter of dispute among linguists. Since the comparative material attributable to the extinct members of Oghuric (Khazar and Bulgar) is scant, little is known about any precise interrelation of these languages and it is a matter of dispute whether Chuvash, the only "Lir"-type language with sufficient extant linguistic material, might be the daughter language of any of these or just a sister branch.

Perlman was born in Tel Aviv in 1945, then British Mandate of Palestine, now Israel. His parents, Chaim and Shoshana Perlman, were natives of Poland and had independently immigrated to Palestine in the mid-1930s before they met and later married.
Perlman first became interested in the violin after hearing a classical music performance on the radio. At the age of three, he was denied admission to the Shulamit Conservatory for being too small to hold a violin. He instead taught himself how to play the instrument using a toy fiddle until he was old enough to study with Rivka Goldgart at the Shulamit Conservatory and at the Academy of Music in Tel Aviv, where he gave his first recital at age 10, before moving to the United States to study at the Juilliard School with the violin pedagogue Ivan Galamian and his assistant Dorothy DeLay.
