The diocese of Cloyne has its origins in the monastic settlement founded by St Colman in the 6th century. Cloyne was not one of the dioceses established at the Synod of Rathbreasail in 1111, but a bishop of Cloyne was ruling the diocese by 1148, which was recognised at the Synod of Kells in March 1152.
In 1326, Pope John XXII issued a papal bull for the union of the dioceses of Cork and Cloyne to be united on the death of the bishop of either see. But on the death of Philip of Slane, Bishop of Cork in 1327, the two dioceses remained separate. Bishop Payn of Cloyne obtained a confirmation of the union of the two dioceses from Pope Martin V on 21 September 1418. However, the union did not take effect due to opposition by Bishop Milo fitzJohn of Cork. Bishop Payn of Cloyne resigned in 1429 and Jordan Purcell was appointed bishop of the united see of Cork and Cloyne on 15 June 1429.

Inside Irish report on bishop that hid cases of child abuse in 1990's
July 15, 2011. (Romereports.com) A new government report was released on sex abuse in the Catholic Church of Ireland. This latest report says the diocese of Cloyne continued to conceal sex abuse of minors even after rules were made in the 1990's to protect them.
The report also singles out the former Bishop John Magee for his failure to implement new procedures concerning child abuse, saying he "took little or no active interest." It also notes the Vatican's role in helping Irish Bishops was "entirely unhelpful".
Magee issued an apology after the release of the report and said he hoped for a "new beginning." When news of this story first came to light, the Pope relieved Magee of his position in 2009.

The recall is a sign of the Holy See's seriousness in addressing the issue, a Vatican spokesman said.
The recall of Archbishop Giuseppe Leanza shows the seriousness of the situation and the desire of the Holy See to deal with it "objectively and with determination," Fr. Ciro Benedettini, vice director of the Vatican Press Office, told journalists.
He said the recall shows the "surprise and regret regarding some excessive reactions."

Vatican City, Jul 25, 2011 / 05:46 pm (CNA/EWTN News).- The Vatican has recalled its apostolic nuncio in Ireland to Rome for consultations after the release of the Cloyne Report on priests' abuse of minors in the Diocese of Cloyne. The recall is a sign of the Holy See's seriousness in addressing the issue, a Vatican spokesman said.
The recall of Archbishop Giuseppe Leanza shows the seriousness of the situation and the desire of the Holy See to deal with it "objectively and with determination," Fr. Ciro Benedettini, vice director of the Vatican Press Office, told journalists.

The Cloyne Report is the product of a judicial inquiry into the diocese's mishandling of alleged incidents of clerical sexual abuse since 1996. It severely criticizes the diocese for not reporting all cases to the authorities, including nine cases from 1996 and 2005 which "very clearly" should have been reported.
The report examined allegations against 19 priests. Two of the allegations involved victims who were minors at the time the complaint was made.
Bishop John Magee of Cloyne, a former personal secretary to Popes Paul VI, John Paul I and John Paul II, resigned in 2010 due to continuing criticism of his handling of abuse allegations.
The report also charged that the Vatican was "entirely unhelpful" to any bishop who wanted to implement procedures for dealing with child sex abuse allegations. It further described the Vatican's response as "unsupportive especially in relation to the civil authorities."
Archbishop Diarmuid Martin of Dublin, in his July 17 homily, expressed anger at the Diocese of Cloyne's "non-response" to abuse victims and that children had been put at risk long after guidelines were in place.
He also voiced anger that there were in Cloyne, and perhaps elsewhere, "individuals who placed their own views above the safeguarding of children" and also placed themselves outside the protection guidelines to which the diocese and the Irish bishops had committed themselves.
Irish Prime Minister Enda Kenny cited the report in a harshly critical July 20 speech before parliament, saying it exposes "an attempt by the Holy See to frustrate an inquiry in a sovereign, democratic republic as little as three years ago."
He charged that Church leaders are steeped in a climate of "narcissism" and sought to defend their institutions rather than protect children.
Vatican spokesman Fr. Federico Lombardi responded on July 20 to Irish lawmakers' claims that a 1997 Vatican letter to Irish bishops sabotaged child protection policy by instructing them to handle abuse cases strictly by canon law.
The letter only warned against measures which would be questionable or invalid according to Church law, which would not be effective sanctions, he said.
Ireland's foreign minister Eamon Gilmore said that the government is awaiting the response to the Cloyne report, adding "it is to be expected that the Vatican would wish to consult in depth with the nuncio on its response."

The pope accepted the resignation letter of yet another Irish bishop who covered up sex abuse cases. Bishop John Magee, of Cloyne previously served as secretary for Paul VI, John Paul I and John Paul II. .

July 15, 2011. (Romereports.com) A new government report was released on sex abuse in the Catholic Church of Ireland. This latest report says the diocese of Cloyne continued to conceal sex abuse of minors even after rules were made in the 1990's to protect them.
The report also singles out the former Bishop John Magee for his failure to implement new procedures concerning child abuse, saying he "took little or no active interest." It also notes the Vatican's role in helping Irish Bishops was "entirely unhelpful".
Magee issued an apology after the release of the report and said he hoped for a "new beginning." When news of this story first came to light, the Pope relieved Magee of his position in 2009.
The study reveals that there were 15 cases of abuse between 1996 and 2005 that should have been reported to the police, but only six were ever brought forward.
The Irish government is now debating whether to summon the papal nuncio who serves as the Pope's representative in Ireland.
The Irish diocese of Cloyne celebrates this Pilgrimage Mass from Ireland's International Eucharistic and Marian Shrine in Knock, County Mayo.

IRELAND - Heads are rolling in the Irish Catholic Church. Bishop John McGee had been accused of mishandling and covering up allegations of sexual abuse by priests in his diocese. On Wednesday, the Vatican accepted his resignation.
Vatican City, Jul 25, 2011 / 05:46 pm (CNA/EWTN News).- The Vatican has recalled its apostolic nuncio in Ireland to Rome for consultations after the release of the Cloyne Report on priests' abuse of minors in the Diocese of Cloyne. The recall is a sign of the Holy See's seriousness in addressing the issue, a Vatican spokesman said.
The recall of Archbishop Giuseppe Leanza shows the seriousness of the situation and the desire of the Holy See to deal with it "objectively and with determination," Fr. Ciro Benedettini, vice director of the Vatican Press Office, told journalists.
He said the recall shows the "surprise and regret regarding some excessive reactions."
Fr. Benedettini added that the nuncio's recall also should be seen as evidence of the Holy See's desire for a "serious and effective cooperation" in responding to the report.
The Cloyne Report is the product of a judicial inquiry into the diocese's mishandling of alleged incidents of clerical sexual abuse since 1996. It severely criticizes the diocese for not reporting all cases to the authorities, including nine cases from 1996 and 2005 which "very clearly" should have been reported.
The report examined allegations against 19 priests. Two of the allegations involved victims who were minors at the time the complaint was made.
Bishop John Magee of Cloyne, a former personal secretary to Popes Paul VI, John Paul I and John Paul II, resigned in 2010 due to continuing criticism of his handling of abuse allegations.
The report also charged that the Vatican was "entirely unhelpful" to any bishop who wanted to implement procedures for dealing with child sex abuse allegations. It further described the Vatican's response as "unsupportive especially in relation to the civil authorities."
Archbishop Diarmuid Martin of Dublin, in his July 17 homily, expressed anger at the Diocese of Cloyne's "non-response" to abuse victims and that children had been put at risk long after guidelines were in place.
He also voiced anger that there were in Cloyne, and perhaps elsewhere, "individuals who placed their own views above the safeguarding of children" and also placed themselves outside the protection guidelines to which the diocese and the Irish bishops had committed themselves.
Irish Prime Minister Enda Kenny cited the report in a harshly critical July 20 speech before parliament, saying it exposes "an attempt by the Holy See to frustrate an inquiry in a sovereign, democratic republic as little as three years ago."
He charged that Church leaders are steeped in a climate of "narcissism" and sought to defend their institutions rather than protect children.
Vatican spokesman Fr. Federico Lombardi responded on July 20 to Irish lawmakers' claims that a 1997 Vatican letter to Irish bishops sabotaged child protection policy by instructing them to handle abuse cases strictly by canon law.
The letter only warned against measures which would be questionable or invalid according to Church law, which would not be effective sanctions, he said.
Ireland's foreign minister Eamon Gilmore said that the government is awaiting the response to the Cloyne report, adding "it is to be expected that the Vatican would wish to consult in depth with the nuncio on its response."
A few day's after the Publication of the Cloyne Report, the disgraced former Bishop of Cloyne, John Magee, told State Media, that he would be available to talk to anybody who suffered Abuse in the Dioceses, during his tenure as Spiritual Leader. The diocese of Cloyne has its origins in the monastic settlement founded by St Colman in the 6th century. Cloyne was not one of the dioceses established at the Synod of Rathbreasail in 1111, but a bishop of Cloyne was ruling the diocese by 1148, which was recognised at the Synod of Kells in March 1152.
In 1326, Pope John XXII issued a papal bull for the union of the dioceses of Cork and Cloyne to be united on the death of the bishop of either see. But on the death of Philip of Slane, Bishop of Cork in 1327, the two dioceses remained separate. Bishop Payn of Cloyne obtained a confirmation of the union of the two dioceses from Pope Martin V on 21 September 1418. However, the union did not take effect due to opposition by Bishop Milo fitzJohn of Cork. Bishop Payn of Cloyne resigned in 1429 and Jordan Purcell was appointed bishop of the united see of Cork and Cloyne on 15 June 1429.
