The Confederacy had never had effective control of large areas of East Tennessee. There had been little slavery practiced in East Tennessee, because of moral opposition to the practice and the fact that little of the land was suitable to plantationagriculture; pro-Union and Republican sentiment ran high and most East Tennesseans had not been in favor of secession. Therefore, Union forces had little trouble from the local populace when Burnside occupied Knoxville in September 1863; the Army had considerably more difficulty reaching Knoxville over the rugged mountainous roads of the region.

Fort Sanders is a neighborhood in Knoxville, Tennessee, USA, located west of the downtown area and immediately north of the main campus of the University of Tennessee. Developed in the late 19th century as a residential area for Knoxville's growing upper and middle classes, the neighborhood now provides housing primarily for the university's student population. The neighborhood still contains a notable number of its original Victorian-era houses and other buildings, several hundred of which were added to the National Register of Historic Places in 1980 as the Fort Sanders Historic District.
Fort Sanders is named for a Civil War-era bastion that once stood near the center of the neighborhood, which was the site of a key engagement in 1863. In the 1880s, several of Knoxville's wealthier residents built sizeable houses in the what is now the southern half of Fort Sanders, then known as "White's Addition," while the northern half, known as "Ramsey's Addition," was developed to provide housing for plant managers and workers employed in factories along Second Creek. Fort Sanders was incorporated as the separate city of West Knoxville in 1888, and was annexed by Knoxville in 1897. In its early years, Fort Sanders residents included some of Knoxville's leading industrialists and politicians, as well as professors from the University of Tennessee.
Fort Sanders was a wooden fort constructed in 1866 on the Laramie Plains in southern Wyoming, near the city of Laramie. Originally named Fort John Buford, it was renamed Fort Sanders after General William P. Sanders who died at the Siege of Knoxville during the American Civil War. This was the second fort to be named after Sanders, the first being in Knoxville, Tennessee. The fort was originally intended to protect travelers on the nearby Overland Trail from Indian attacks, but later the garrison was tasked with protecting the workers of the Union Pacific railroad when it arrived in the spring of 1868. In 1869 the town of Laramie (originally called "Laramie City") was created about 3 miles (4.8km) north of the fort. Fort Sanders became less important following the construction of Fort D. A. Russell in Cheyenne in 1868, but the War Department maintained it until 1882 when the buildings were sold.
Layout
The fort grounds were 223 feet (68m) by 400 feet (122m), including a parade ground. The post was originally built for four companies, but was later expanded to accommodate six. Nearly all of the buildings were constructed of wood except for the stone guardhouse, which was built in 1869 and remains the only structure standing today. At least two additional buildings from the fort were moved to other locations in Laramie and survive today. The post Commander's quarters were moved to LaBonte Park and have been used as community center and pre-school for decades. Another building became the Cavalrymen Supper Club.

Before Longstreet launched his East Tennessee Campaign, Burnside captured the region in September 1863. Two of his objectives was the Cumberland Gap and Knoxville.
