Delivery Trucks Park Illegally All over Downtown
ASHEVILLE, N.C. -- Every weekday morning in downtown Asheville, trucks are seen unloading goods from liquor to produce to merchandise for various retail stores.
Many merchants say they are finding it increasingly difficult to find viable parking spaces to unload goods and bring them into their stores.
Another problem is delivery vehicles parked illegally obstructing traffic.
On Wednesday morning around 10:30, News 13 saw two different UPS trucks violating city parking laws. One large UPS box truck was parked in the middle of Wall Street in downtown Asheville. Wall Street is a one way, single lane street. While it was still before noon and the busier time of day for Asheville cars could not pass the UPS truck.

Another popular outdoor music event is "Downtown After 5," a monthly concert series held from 5 pm till 9 pm that hosts popular touring musicians as well as local acts. A regular drum circle, organized by residents in Pritchard Park, is open to all and has been a popular local activity every Friday evening.

The parkway, which is America's longest linear park, runs for 469 miles (755 km) through 29 Virginia and North Carolina counties, linking Shenandoah National Park to Great Smoky Mountains National Park. It runs mostly along the spine of the Blue Ridge, a major mountain chain that is part of the Appalachian Mountains. Its southern terminus is at U.S. Route 441 (US 441) on the boundary between Great Smoky Mountains National Park and the Cherokee Indian Reservation in North Carolina, from which it travels north to Shenandoah National Park in Virginia. The roadway continues through Shenandoah as Skyline Drive, a similar scenic road which is managed by a different National Park Service unit. Both Skyline Drive and the Virginia portion of the Blue Ridge Parkway are part of Virginia State Route 48 (SR 48), though this designation is not signed.
The parkway has been the most visited unit of the National Park System every year since 1946 except four (1949, 2013, 2016 and 2019). Land on either side of the road is owned and maintained by the National Park Service, and in many places parkway land is bordered by United States Forest Service property. There is no fee for using the parkway; however, commercial vehicles are prohibited without approval from the Park Service Headquarters, near Asheville, North Carolina. The roadway is not maintained in the winter, and sections that pass over especially high elevations and through tunnels are often impassable and therefore closed from late fall through early spring. Weather is extremely variable in the mountains, so conditions and closures often change rapidly. The speed limit is never higher than 45 mph (72 km/h) and lower in some sections.
In addition to the road, the parkway has a folk art center located at mile marker 382 and a visitor center located at mile marker 384, both near Asheville, North Carolina. There are also numerous parking areas at trailheads for the various hiking trails that intersect the parkway, and several campgrounds located along the parkway allow for overnight stays. The Blue Ridge Music Center (also part of the park) is located in Galax, and Mount Mitchell (the highest point in eastern North America) is only accessible via a state highway (NC 128) from the parkway at milepost 355.4.

Delivery Trucks Park Illegally All over Downtown

ASHEVILLE, N.C. -- Every weekday morning in downtown Asheville, trucks are seen unloading goods from liquor to produce to merchandise for various retail stores.
Many merchants say they are finding it increasingly difficult to find viable parking spaces to unload goods and bring them into their stores.
Another problem is delivery vehicles parked illegally obstructing traffic.
On Wednesday morning around 10:30, News 13 saw two different UPS trucks violating city parking laws. One large UPS box truck was parked in the middle of Wall Street in downtown Asheville. Wall Street is a one way, single lane street. While it was still before noon and the busier time of day for Asheville cars could not pass the UPS truck.
About 30 minutes later News 13 saw another UPS large freight truck parked across from the Grove Arcade. There were four to five spaces farther down the street where the driver could have parked his rig.
"We don't really got a good place to park in Asheville," said the UPS freight driver who wouldn't give his name.
Some downtown business owners told News 13 they know the city rarely cites people parking illegally in 30 minute loading zones that are meant for loading and unloading. People are taking advantage.
"I've heard them called free parking before," said Sean Bickford who owns Tiger Mountain Bar on Lexington Avenue. He said drivers including himself know they can get away with parking in the spots because enforcement is lax.
"They're definitely not ticketed," said Bickford who was parked in a loading zone in front of his bar and taking out stereo equipment to bring into his bar.
"A parking guy told me that he was going to have to ticket me for unloading," Sara Legatski said, who owns vintage clothing store Honeypot.
About three weeks ago Legatski said she had to double park to bring in her large cardboard boxes of merchandise because there were no spaces available. She said the parking attendant told her he could ticket her.
"He also said these bigger trucks are allowed to park as long as they want, because they're so large, which to me felt really discriminatory," Legatsk said. "I'm a small business owner, and we should have some fairness when it comes to trying to bring our merchandise into our businesses."
Legatski only learned she was ticketed when a late charge notice came in the mail. After learning she was ticketed while bringing in merchandise for her store, city officials dismissed the citation.
"What we're seeing is an uptick and a lot of cars and trucks making deliveries," said Ken Putnam who oversees parking for the city.
"We're trying to work with the downtown association and even the business owners and we're even going to reach out to UPS to see if we can get help from them," said Putnam.
Putnam said the city has to be careful ticketing cars in loading zones because there is no way to know if someone is using it legitimately. One option may be to issue loading zone permits to downtown merchants and other delivery trucks that use the zones legitimately.
A UPS spokesman viewed the video of trucks parked illegally from News 13's story and issued the following statement: "UPS will retrain these two drivers to correct this inappropriate behavior. Our drivers are trained to make their deliveries as expeditiously as possible and to obey the law. UPS, along with other delivery companies, face difficult parking issues in most major metropolitan areas, competing with the general population for a finite number of parking spaces. The
