In regard to the 4th Amendment, anything that the U.S. Supreme Court says is binding on every single court nationwide.
The Federal Circuit Courts of Appeals comprises multiple states. Most states consider these courts NON BINDING. However, most states are highly deferential to the decisions that come out of their circuit court. Meaning, that if faced with a similar issue, the State will probably rule in the same way that the Federal Circuit Court did. A handful of states have held that the Federal Circuit Courts are in fact BINDING, and there are also a few states that consider the Federal Circuit Courts as just PERSUASIVE.

You'll learn about trial courts, district courts, appeals courts, circuit courts, state supreme courts, and of course the one at the top - the U.S. Supreme Court. It’s all quite a bit to manage with jurisdictions and such, but it's important to remember that the vast majority of cases never even make it to court! Most are settled out of court, but also terms like mootness and ripeness are used to throw cases out altogether.
