"In truth, the regime under which we live after May 28th has been waterproof to the political hysteria sweeping the world; and that is the reason why it is commonplace in the opposition the reference to our inertia. This term means that politically we do not carry ourselves to the same rhythm as many foreign countries; but I think that, with justice, it cannot be applied, as it is depreciatingly done, to the Administration nor even to the Government of Portugal.

António de Oliveira Salazar è stato dittatore del Portogallo per quasi quarant'anni, a capo dell'Estado Novo dal 1932 al 1968; il suo è stato uno dei regimi più longevi in tutta l'Europa occidentale, superando quello di tutti gli altri "colleghi" contemporanei in Italia, Germania e Spagna. Le sofferenze erano chiaramente molte, gli oppositori del regime finivano dritti nei campi di detenzione di Tarrafal sulle isole di Capo Verde al largo dell'Oceano Atlantico. Quali furono però le azioni politiche ed economiche di Salazar e perché il suo regime resistette così a lungo? Se da una parte la polizia repressiva faceva un ottimo lavoro, questo non spiegherebbe il successo di una dittatura corporativista così longeva. Perché di questo si trattò: dell'unico caso, realizzato e compiuto, di "dittatura autarchica e corporativa" nella storia dell'Europa.

"I understand the doubts and hesitations. We live in a critical moment of the history of political thought and, more simply, in a critical moment of the world's history. Everything is in crisis or subject of criticism: morality, religion, the freedom of Man, social organization, the degree of State intervention, economic regimes, the Nation itself and the advantages of its independence or its integration with the others to form big economic and political spaces. It is questioned in Europe the notion of the fatherland itself. Revolutions like that of the Soviets have continued with regards to facts and philosophy the revolutions that preceded it, the Reformation and the French Revolution, and, as with all great movements with their initial momentum, they have a tendency to spread and dominate the world, poisoning us with views and principles they are far from putting into practice in their places of origin.
The purest spirits are unsettled, disturbed, they don't know how to direct themselves and they repeat with anguish Pilate's question to Christ Himself: "what is truth?". The doubt with its hesitations and folly does not allow for efficient work; the human spirit needs to adhere to truth, it needs certitudes to direct itself and act. No State can exist without being grounded upon them or assume them defined and accepted. That's why, even before the current crisis was as widespread, precisely 30 years ago, in this very city of Braga, I felt a need to proclaim "the great certitudes of the National Revolution".
Independently of what transcends the natural order, the dispassionate observation of facts, and the experience of the peoples, through the ages, reveal to us some of these certitudes. But we have another indicator to evaluate their justice: the fruits produced in the life and progress of the Nation, that is, if with the principles that these same certitudes provide we could create among ourselves peace, we could organize our social life and in it prosper. Because our movement seems to be too slow sometimes, many disturb themselves with the accusation of inertia; but one thing is inertia in action and another is the stability of political conceptions. Truth is by essence unchanging and the adherence of the spirit to truth, that is its certitudes, are essential to the progress of human societies."

"In truth, the regime under which we live after May 28th has been waterproof to the political hysteria sweeping the world; and that is the reason why it is commonplace in the opposition the reference to our inertia. This term means that politically we do not carry ourselves to the same rhythm as many foreign countries; but I think that, with justice, it cannot be applied, as it is depreciatingly done, to the Administration nor even to the Government of Portugal.
One opens the newspaper each morning and may ask oneself if there is any more room on Earth for conspiracies, coups d'état, revolutions, wars, military interventions, social conflicts, political assassinations, party purges, factional strife. Throughout Africa, throughout Asia, throughout America, sometimes in Europe itself, it is open and drags on a period of convulsions that many absolve with the idea that such calamities would bring about a new world. More at the level of our understanding, we would say these events are sometimes due to the maladjustment of institutions to the psyche of the peoples and at other times to the theorization of hatred and violence, brought about by doctrinal systems in vogue.
A Constitution is written, the Head of State is eliminated, the Government is dismissed or more swiftly the ministers and high authorities are assassinated. And, after ordering the gunning down of the people, lost and confused, one notes that one has taken the wrong path and returns to the initial state: the expelled forces come back to power and men and institutions are once again replaced, liable for that which is only a game and a clash of interests, more often than not irrelevant to the country where these events take place.
Thrilled, many do not hide their enthusiasm for such incidents and for the prompt, delirious transfer of power: this truly is the political life, active, dynamic, progressive. I modestly think that disorder might be an inevitability but that it is never a good. Politicians imbued with theories, thirsty for power, captivated by revolutionary changes are, in truth, an insignificant minority in the Nation. Its structural elements have other preoccupations and needs: the assurance of work, the access to education, the means for progress, the safety of life and a bit of happiness on Earth.
We already know, from the past, that political effervescence of short-lived governments, dead or violently deposed Heads of State, assassinated public figures, recurringly dissolved houses, elections with gunshots, debates with fists. And, despite that agitation that gave so much activity to the Portuguese political life, nobody today dares to say that he wishes for its repetition. The reason is in the fact that political agitation is the enemy of good governance and one cannot reap proceeds from the best people except within a healthy atmosphere and by the regular operation of institutions.
We should count as Providential the achievement, in the last decades, of a desirable equilibrium in our political life that continues to unfold at the normal pace, with the election or reelection of the Heads of State in the constitutional periods, the orderly formation of the houses, the stability of the governments and the efficient action of the Administration. There is no aspiration to suggest that the good of the people is and can be reduced to this normality: but there is a vital interest in keeping it, without impairing the necessary adaptations or renovations according to the times, to ensure, with the adequate resolution of the problems, the life and progress of the Nation."
