The 2007 Pan American Games, officially known as the XV Pan American Games, were a major continentalmulti-sport event that took place in Rio de Janeiro, Brazil, from July 13 to July 29, 2007. A total of 5,633 athletes from 42 National Olympic Committees (NOCs) competed in 332 events in 34 sports and in 47 disciplines. During the Games, 95 new Pan American records were set; 2,196 medals were awarded; 1,262 doping control tests were performed and about 15,000 volunteers participated in the organization of the event, which was an Olympic qualification for 13 International Federations (IFs).
Rio de Janeiro was awarded the Games over San Antonio, Texas, United States, on August 24, 2002, having won an absolute majority of votes (30-21) from the 51 members of the Pan American Sports Organization (PASO) in the first round of voting during the XL PASO General Assembly held in Mexico City, Mexico. This was the first Games held in Brazil since the 1963 Pan American Games that took place in São Paulo. According to the Rio de Janeiro Organizing Committee, the Games called for the implementation of the country's largest organizational and logistic operation ever.
The National Congress of State Games is a nonprofit organization consisting of 31 Summer State Games and 10 Winter State Games. In addition, there are four State Games with developing memberships in the NCSG. The Congress is part of the United States Olympic Committee and organizes the State Games of America, an Olympic-style multi-sport event in which athletes who have won a medal in their home state's Games are eligible to compete.
The 1999 Pan American Games, officially the XIII Pan American Games or the 13th Pan American Games, was a major international multi-sport event that was held from July 23-August 8, 1999 in Winnipeg, Manitoba, Canada. Approximately 5,000 athletes from 42 nations participated at the games. The competition was marred by a total of 7 positive drug tests.
Financially, the 1999 games were a success, generating a surplus of $8.9 million through a combination of fiscal restraint and the contribution of nearly 20,000 volunteers.
The 3rd Pan American Games were held in Chicago August 28 – September 7, 1959.
Background
The games were originally awarded to Cleveland. Cleveland withdrew from hosting the games due to financial reasons. The original backup-host, Guatemala, withdrew even before Cleveland. São Paulo, Brazil and Chicago competed to replace Cleveland as the host of the Pan American Games. Chicago defeated São Paulo 13-6 in the Pan American Games Committee vote held August 3, 1957. São Paulo later would go on to host the following edition.
Organization
Once Chicago took over the game following Cleveland's withdrawal, there were 18 months left to organize the games. The games were held on-schedule nonetheless. The games were the first Pan American Games to be held in the Northern Hemisphere'ssummer. The previous two editions were held in March.
Santiago, Chile, had originally been awarded the 7th Pan American Games. Financial difficulties and political turmoil forced the organizers to withdraw. The Brazilian city of São Paulo was then awarded the games, but was forced to withdraw on October 17, 1974 due to financial problems and a meningitis outbreak. On October 19, 1974, Mexico City was named host city. PASO members were impressed by the organization of the Games on such short notice. So much so, that they elected the President of the Mexican Olympic Committee, Mario Vázquez Raña, as the next PASO President during their meeting in Mexico City.
