1512 Oulu, provisional designation 1939 FE, is a rare-type Hildian asteroid and slow rotator from the outermost region of the asteroid belt. With a diameter of about 80 kilometers, it belongs to the fifty largest asteroids in the outer main-belt. The body was discovered on 18 March 1939, by Finnish astronomer Heikki Alikoski at Turku Observatory in Southwest Finland.
The dark and reddish asteroid classifies as a P-type asteroid in the Tholen taxonomy, of which only a few dozens bodies are currently known. It orbits the Sun at a distance of 3.4–4.5AU once every 7 years and 10 months (2,871 days). Its orbit shows an eccentricity of 0.15 and is tilted by 6 degrees to the plane of the ecliptic. It is a slow rotator with a long rotation period of 132.3 hours. Its low albedo lies in the range of 0.03 to 0.06, according to the surveys carried out by IRAS, Akari, and WISE/NEOWISE, as well as one observation using stellar occultation to determine its albedo (occultation albedo).
Located in the outermost part of the main-belt, the asteroid is a member of the Hilda family, a large group of asteroids that are thought to have originated from the Kuiper belt. They orbit in a 3:2 orbital resonance with the gas giant Jupiter, meaning that for every 2 orbits Jupiter completes around the Sun, a Hildian asteroid will complete 3 orbits. The asteroid's orbit does not cross the path of any of the planets and therefore it will not be pulled out of orbit by Jupiter's gravitational field. As a result of this, it is likely that the asteroid will remain in a stable orbit for thousands of years.
Oulu (Finnish pronunciation:[ˈoulu]; Swedish:Uleåborg[ˌʉːleɔˈbɔrj]) is a city and municipality of 196,828 inhabitants (30 June 2015) in the region of Northern Ostrobothnia, Finland. It is the most populous city in Northern Finland and the fifth most populous city in the country. There are no larger cities (outside of Russia) that are more northerly than Oulu which is also considered one of Europe's "living labs", where residents experiment with new technology (such as NFC tags and ubi-screens) at a community-wide scale.
Etymology
The city is named after the river Oulujoki, which originates in the lake Oulujärvi. There have been a number of other theories for the origin of the name Oulu. One possible source for the name Oulu is a word in the Sami language meaning 'flood water', but there are other suggestions. At minimum, the structure of the word requires that, if originally given by speakers of a Uralic language, the name must be a derivative. In all likelihood, it also predates Finnish settlement and is thus a loanword from one of the now-extinct Saami languages once spoken in the area.
Oulu is an electoral district represented in the FinnishEduskunta (parliament). It covers the administrative regions of Northern Ostrobothnia and Kainuu, with a combined population of about 459,000 (as of 2002). Oulu currently elects 18 members of the Eduskunta.
The constituency is largely rural, and the major cities are Oulu and Kajaani. The dominant party is the Centre, which has taken half of the available seats since 1991.

Lyrics:
Tuuppa tänne Ouluun....
kylmä merituuli aina tuulee
luihin ja ytimiin
Toppatakissa kesät ja talavet
rahat hassattiin (kivisydämeen)
Pohjoisen Espoo
Viihdyt jos olet insinööri
Peltomarkettien paratiisi
Paska kaupunni
täällä jotenki pystyy olemaan oma myrtyny itsensä.
Voi olla öllötellä ja juopasta ölppösiä
Tuuppa tänne ouluun niin tiedät mikä on ankeata
Kaupoissa myydään vain mustaa ja harmaata
Sua töllätään siksi että olet olemassa
Ja linnutkin laulaa mollissa että kohta kuollaan
Niin että tulkaa ouluun.
Rotuaarilla oleva
Kivipallo on kiva
Pukeutuminen
Väinämöisen aikaista
Selekeät vuojenajat
6kk täysin pimeää
Winter cycling capital
Of the warld
kyllä Aurinko lyhimmänkin päivän aikana hieman käy
kurkistamassa
Ihan kuin vittuillakseen
Tuuppa tänne ouluun niin tiedät mikä on ankeata
Kaupoissa myydään vain mustaa ja harmaata
Sua töllätään siksi että olet olemassa
Ja linnutkin laulaa mollissa että kohta kuollaan
Niin että tulkaa ouluun.
Oulussa opiskelijat on tervejärkisiä
ja kusipäitä paljon vähemmän suhteutettuna opiskelijamäärään.
ja pitserioita on paljon.
Tuuppa tänne ouluun niin tiedät mikä on ankeata
Kaupoissa myydään vain mustaa ja harmaata
tehdas levittää kotoisaa paskan hajua,
Kauppakeskus keskelle kävelykatua
metallimiehiä, bensalenkkareita
liikutaan porojen vetämissä pulkissa
linnutkin laulaa mollissa että kohta kuollaan
Niin että tulkaa ouluun.
Tuuppa tänne ouluun…
Tuppa tänne

Walking around Oulu City Centre. Oulu has 208,939 inhabitants (31 March 2021) and is located in the region of North Ostrobothnia. It is the most populous city in Northern Finland and the fifth most populous in the country. The city proper was founded on 8 April 1605 by King Charles IX of Sweden, opposite the fort built on the island of Linnansaari. In 1822, a major fire destroyed much of the city.

Discover with us the most amazing things to do in Oulu & Top Oulu attractions. A top starting point for travelers is Market Square. Its old warehouses serve today as restaurants, cafes and handicraft shops. Visit the historic Oulu Market Hall completed in 1901. Inside you can find top-quality food and souvenirs.
It is impossible to overlook the 2,2 meter Toripolliisi Statue, sometimes called the Bobby, which has become a symbol of Oulu and stands next to the Market Hall. It was completed in 1987 and represents the market police which in the past used to keep an eye on the market square and maintain order.
Right next to the Market square you can also find Oulu Theater and library standing proudly by the sea.
Another must-see sight is Pikisaari wooden town which you can reach easily from Market square by crossing the pedestrian bridge. While in the past the ships were built here, it is a home to artists and craftsmen today.
If you are in Oulu in summer, visit the sandy Nallikari Beach. It is a great place for all the sport lovers, you can play beach volleyball here or enjoy kayaking and paddle towards the nearby Nallikari Lighthouse.
Another worthwhile attraction which you cannot find anywhere else is Kaljakellunta which is the beer floating festival. Thousands of people get drunk on beer while floating down the river. This festival usually takes place on either the last weekend of July or the first weekend of August.

When talking about bicycle infrastructure in Canada, the number one excuse I hear is "winter." Many Canadians see the cold and snow as a fundamental barrier to year round cycling. But one city, Oulu in Finland, with winter weather worse than most Canadian cities, shows that winter cycling has nothing to do with the weather, and everything to do with safe cycling infrastructure.
