FEMA Director Michael Brown was "disgraced" by his lack of action and resigned as a result.[1][2] Reports emerged that food and water was deliberately withheld from survivors in the SuperDome and elsewhere,[3] lethal force was advocated to responding forces in the disaster zone.[4]

Controlled demolition of levees

There were reports that some levees were bombed to flood poorer areas in order to preserve the richer parts and the French quarter.[5][6][7][8][9] Wikipedia sorts these claims as "conspiracy theories" that were claimed by Louis Farrakhan and others, when levees collapsing have the same, or similar sound like a demolition charge.[10]

Shootings

There were conflicting reports about how many people were shot for looting. The police force was getting order to do so.[11][12][13][14][15] Blackwater mercenaries were sent in the disaster zone,[16][17][18] and a detachment of 300 National Guard troops with the authorisation to shoot and kill "hoodlums".[19][20] By some accounts deadly force targeted primarily people of color searching for food.[21][22][23][24] Official investigations later said that almost no one was killed by any shooting.

Medical killings

At the Memorial Medical Center in New Orleans, which was without power and running water, a "well-regarded doctor and two respected nurses" hastened the deaths of patients by injecting them with lethal doses of drugs. Patients, several who were almost certainly not near death, were injected with morphine or the sedative (death drug) midazolam, or both, after the rescue effort was at last emptying the hospital. Mortuary workers eventually carried 45 corpses from Memorial, more than from any comparable-size hospital in the city.[25]

The physician, Anna Pou, defended herself saying her role was to "help" patients "through their pain." After being acquitted by a jury, Pou advised state and national medical organizations on disaster preparedness and legal reform; she has lectured on medicine and ethics at national conferences and addressed military medical trainees, arguing for changing the standards of medical care in emergencies. She has said that informed consent is impossible during disasters and that doctors need to be able to evacuate the sickest or most severely injured patients last — along with those who have Do Not Resuscitate orders. Pou has helped write and pass three laws in Louisiana that offer immunity to health care professionals from most civil lawsuits for their work in future disasters, from hurricanes to "terrorist attacks" to "pandemics".[25]

Outcome

Increased gentrification of some parts of New Orleans.[26][27]
