Question on relevance of text

Greetings, all. There is a paragraph in the section about the United States that begins, "U.S. employers have been cracking down on employees...[etc]. I cannot understand how this is relevant to the subject of the article. The whole paragraph would be more appropriate in anything about labor relations in the computer industry.
