Move /w/static to /static (keeping symlink)

Most urls have always gone through "/static" (symlinked in docroots).
The path public path "/w/static" was never used by anything $wgLocalStylePath
for IE6's csshover.htc file (which now uses /static as well).

It should've been a symlink the other way around, but for some reason wasn't.

Updating pointers in a separate change and keeping a symlink for now.
