Description

As part of the update of the Translation Dashboard to support section translation (T253253), we want to make sure that translations in all states are properly represented.

This ticket focuses on the published list. For section translation an invite to add missing sections is added:

As of this patch, above is what the published translation tab looks like.

Item marked 1; is actually editable when user clicks on the + Etymology section.
Item marked 2; is not editable.

Couple of thoughts:

For item 2, can we remove the pencil icon to make it more evident to the user that that item is not editable?
For item 1, the only part clickable is the section list and not the entire item or the pencil icon. This is not intuitive. As a user I'd expect at-least the pencil icon to take me to the editing action.
