Implement partial blocks in AbuseFilter as they'll be available

Description

On meta, partial blocks are being discussed. Once the feature will be live, I guess we'll want to implement it in AbuseFilter, i.e. expand the 'block' feature with partial blocks, basically copying the changes to Special:Block. Also, we should probably discuss a couple of things, like:

  1. Do we want to differentiate block options for anonymous and registered users, or just keep the duration customizable in this sense?
  2. Do we want to add all the new features, or just few of them? If so, which ones?

Memo: we should also update the user_blocked variable during the process.

I don't think this should be worked on before T202673: RFC: Multiblocks - let admins create multiple, overlapping blocks on a single user is resolved.

@Daimona: Partial blocks have been enabled on all Wikimedia wikis. Should this task still be stalled? If yes, on what/who exactly? Thanks!
