I haven't looked into it, but it seems like the performance of The Return of Godzilla and Godzilla vs. Biollante might have nudged Toho in the direction of returning to more familiar territory with the franchise. First with Godzilla vs. King Ghidorah and here with the return of Mothra combined with a more family friendly adventurous tone.
This movie is actually a lot of fun and a solid entry in the franchise. It spoofs Raiders of the Lost Ark, brings Mothra into the Heisei Era complete with a tweaked origin, introduces a new kaiju in Battra and good old Godzilla there just to screw up everyone's plans.
My slight negative feelings towards it is just because the films Return and Biollante were actually two of the best Godzilla films I've seen and a great rebranding of the franchise. It balanced the seriousness of the first films with a bit of the sci-fi goofiness of the later ones. Here you can see Toho bringing it back in line with the films of the 70s, good or bad. This one is mostly good though, even damn great sometimes.
