Is it better than The Godfather? I don't think so, heres why:
The cast is thinned down, weaker and less bonded in the Micheal Corleone continuation. Not much to that story really develops apart from Micheal's continued path towards complete power and the demise of his family and values as a result.
The story of Vito however elevates the film structure and style. In many ways this story alone is superior to the first film in its simple linear plot, set designs and a performance by De Niro thats as good as anything he's ever done. Its also this performances that serves as the contrast between him and his contemporary successor.
By the end we can see that for Vito family comes first and crime is just means to protect them. He is also a socialist and a liberator. He frees the New York immigrant quarter from Don Fanucci and the town of Corleone from the tyranny of Don Ciccio.
There is some sympathy for the devil though. Micheal tried to assimilate into American culture and never wanted to be part of the family business. It also easier to build and empire than maintain one. Micheal inherited and empire built on murder and extortion which would lead to the downfall of most men who would inherit such a thing.
