Both Mescal and Denzel are doing really fun work (love the way Denzel says "Politicssss") but the scripting around the rest of the movie is kind of naff. There's little to no effort paid to link the end of the first film to how we got here, meaning that there's whole chunks of plot that feel like the conspiracy from the first film is just being done again in the hopes that it'll stick this time. Surprisingly monkey heavy movie, I wasn't expecting CGI monkey fights at all or a clear reference to the exploits of Caligula. I did love how the filmmakers took the concept of a real life Roman arena naval battle and made it XTREME by adding in sharks (no frickin laser beams though sadly).
