It seems Cloudflare is blocking HEAD requests to history URLs in GitHub Actions. @deniak Can something be done? Maybe something in logs or temporarily disabling some settings to confirm it? @marcoscaceres Should we remove that history link check? It's failing since a while. Also see https://github.com/w3c/respec/issues/4486 |

We have some rate limiting rules in place. I relaxed them a little bit. |
