Updated both Linux and Windows but there is some work left to for windows and I need some guidance.

it seems that cpptools now names its builds more consistently we need to keep this windows block and use: cpptools-windows-x64.vsix

I was on vacation and in the meantime it seems that version 1.23.3 is on its way. I will send a PR once 1.23.3 will be released.
