This PR adds a release guide to document the steps for preparing a release.

I'll let someone else actually approve this since I've only run a release once and I had someone watching me while I was doing it, so I'm not the right person to check this.

Thanks for writing it up, though! It's nice to see a good overview of the whole process. I left one small note inline, but I don't intend it as a blocker.
