What type of PR is this?
/kind cleanup

What this PR does / why we need it:
Cluster autoscaler checks endpoint every second and then updates it. It doesn't have any sense to audit log those calls.

Does this PR introduce a user-facing change?:

[GCE] Filter out spammy audit logs from cluster autoscaler.
