kube-apiserver: `--audit-webhook-version` and `--audit-log-version` now default to `audit.k8s.io/v1` if unspecified

I guess we don't need to include in release 1.13 in the release note?

revert this, this is testing that explicitly setting the flag can override the default

revert this, this is testing that explicitly setting the flag can override the default
