@rootfs would you cherry pick this PR to 1.9, 1.8?
And I have checked managed disk, there is no such issue, this issue only remains to blob disk. The error Code="NotFound" would a little different than blob disk though.

E0122 03:11:45.231388       1 azure_controllerCommon.go:127] azureDisk - azure attach failed, err: compute.VirtualMachinesClient#CreateOrUpdate: Failure responding to request: StatusCode=404 -- Original Error: autorest/azure: Service returned an error.
