The following places 64 bit long doubles for all compiled libraries, not just the ones that require it. This will allow snaps to build on ppc64le in remote building.

The following places 64 bit long doubles for all compiled libraries, not just the ones that require it. This will allow snaps to build on ppc64le when building remotely.

The building is fixed in snap edge building.
