  1. lockout installing if kernel will get updated to a known broken version
  2. skip kernel update if using pi-gen images as those have a working kernel.
  3. optional update to master branch if using pi-gen images which would pull in 'installed' functionality in master that had been pre-installed in the images.

So, I think it has more to do with some change introduced in recent Raspbian Buster udpates.
For me, systems running these kernel versions DO WORK (uname -r);
4.19.57-v7l+
4.19.66-v7l+
A system running this kernel version (or later) DOES NOT work;
4.19.75-v7l+
weaveworks/weave#3717

How does this relate to https://www.kernel.org/?
4.19.81 is long term and development is already at 5.4

This has no relation... Just mitigates the Rasbian kernel issue.
