The Criterion class has deprecated the single value however it remains a source of application bugs because of its non-null requirement in the model and non-intuitive requirement to populate the deprecated field.

  • consolidate all criterion builders to util
  • remove deprecated getValue()/setValue()
  • work around pdl contraints on non-null getValue()
