They're equivalent, but this is more likely to be correct if at some point they diverge.
Changes to work in an RBAC-enabled environment: - Create TPR from controller.yaml, not from inside controller - Add RBAC roles/bindings to controller.yaml Also: change the default key name seal-key -> sealed-secrets-key because I never liked the old name.
