Was seconded to act as Chairman of the Viceregal Poor Law Reform Commission for Ireland in 1903 which reported in 1906; nominated to be a member of the Viceregal Committee of Inquiry into the Agriculture and Technical Instruction (Ireland) Act, 1899, and the administration of that Act: dissented from his Colleagues on the Committee, and submitted a Minority Report, 1907.
