Campaign themes
2014
Farrow's campaign website highlighted the following issues:[4]
Balanced Budgets
- Excerpt: "For the first time in over a decade, state spending has been brought back in line with the taxpayers’ ability to pay. The state has paid back long-standing debts, and can look to the future with a fresh perspective. I will continue to vote against wasteful spending, and to work for a smaller, more effective state government."
Jobs and the Economy in Wisconsin
- Excerpt: "Government doesn’t create jobs; people do. Too often, government regulations and taxes put our businesses at a competitive disadvantage. In my business as a home inspector, I know firsthand how frustrating the bureaucratic red tape and unnecessary hoops to jump through can be for Wisconsin’s job creators. The ingenuity and work ethic of our state are truly unsurpassed. I will continue to work for pro-growth policies that will allow our workforce to thrive."
Taxes
- Excerpt: "We must reduce the tax burden on Wisconsin’s job creators, families, and seniors. I believe people should have the ability to keep more of their own hard-earned income, and not be forced to overpay into government coffers to support unwanted programs and bureaucracy."
- Excerpt: "This past session, we were able to achieve progress on property tax relief. For the first time in over a dozen years, the statewide property tax on a median value home declined. This is a step in the right direction, but we have a long road to travel and I will continue to fight for lower taxes and responsible spending."
Education
- Excerpt: "I believe parents are the best advocates for their own child, and should be empowered to make the school choices that are best for their family. I will continue to stand for increased accountability in our schools, and work to identify new ways to help our students compete."
Sanctity of Life
- Excerpt: "I am proud to be a 100% pro-life legislator. I will always fight to protect the most vulnerable among us."
2010
Farrow's website highlighted the following campaign themes:
Create a climate for job growth
- Excerpt: "The first thing we need to do is repeal the combined reporting tax."
Lower taxes and Reduce spending
- Excerpt: "Both the state and federal government have made decisions that will be difficult to maintain in the present economic conditions."
Transportation
- Excerpt: "We need to focus on the current road system and how to best maintain it. Legislation that would not allow dipping into the transportation funds to offset general expenses will be important."
Stop over-regulation
- Excerpt: "Paul realizes that small businesses create most of our jobs. He will work to get rid of unnecessary regulation that stifles growth."
Provide quality education
- Excerpt: "There are two issues that have to be evaluated when it comes to the education system in Wisconsin: 1. How we educate our children and adults returning; 2. How we fund our schools."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
