Daniel J. Hartley was a 2014 Republican candidate who sought election to the U.S. House to represent the 1st Congressional District of Tennessee.[1] Incumbent Phil Roe defeated Hartley in the Republican primary.[2]
Biography
Hartley graduated from nursing school in 1995. He works as a nurse who has worked in a variety of settings, including: prisons, jails and penal camps.[3]
2014
Hartley listed the following themes on his campaign website:[4]

- ECONOMY: "We need a real boost to our economy if we are to get our unemployment rate down to 5.5% or below, where it was in 2008. Right now, our local unemployment rate is around 7.5%. We need to create attractive incentives for new businesses and for growth of existing businesses, which includes a focus on infrastructure such as road and bridge construction and repair and a plan for the expansion of our regional airport in Sevier County to accommodate regional aircraft from national airlines as this would increase tourism."
- MINIMUM WAGE: "I support an increase in the minimum wage from $7.25 to $8.25 and would propose that it be done gradually, in four quarterly increments over the course of 12 months. I agree with Senator Corker and Senator Duncan who voted to increase the minimum wage in 2007 from $5.15 to $7.25, but did so in increments. The minimum wage has remained unchanged since 2009 and due to inflation the current value of the minimum wage is .33 less than it was in 2009."
- NATIONAL DEBT: "We need to combine a balanced budget with a genuine effort to reduce government waste, which has been estimated to be nearly $300 billion per year. This includes eliminating duplicate and ineffective or under performing government programs."
- VETERANS: "Our Veterans deserve the very best resources and care before, during, and after their service. It is disheartening that we have disabled Veterans who, in many cases, have to rely on charitable organizations for items such power wheelchairs and support services. If we could just reduce our current level of government waste and/or reduce, even by just a fraction, the amount of foreign aid we provide to countries such as Pakistan and Egypt, we could easily provide and meet the needs of every disabled Veteran and Non-Disabled Veteran."
- DONATING SOME FORECLOSED HOMES TO VETERAN'S SERVICES: "Most of you would be surprised to know that the Government currently owns more than 50,000 vacant homes throughout the country. I would support a program that could take some of these homes, which are located in every community, and use them to serve as "transition homes" for Veteran's in need as they transition out of service."
- SECOND AMENDMENT: "I do not support any regulations that weaken the rights of a law-abiding citizen to keep and bear arms."
- TAX REGULATIONS: "I believe that our overly complex tax code is overdue for revision. I would support a complete restructuring, including implementing a flat tax or replacement tax such as the fair tax. I do not support raising taxes, which can be avoided by eliminating government waste and redundant and ineffective programs."
- ENERGY INDEPENDENCE: "Energy independence is the foundation of economic security and stability and this should be a priority. I believe we should start by utilizing a greater amount of domestic energy resources such as coal, oil shale, and natural gas. Additionally, we should work hard to develop alternative energy sources such as solar, wind, thermal, and hydroelectric to gradually reduce our dependence on fossil fuels over the years to come."
- HEALTHCARE: "While I do not support The Affordable Care Act “Obamacare” as enacted, I do support provisions allowing children to remain on their parent’s insurance until age 26 and those prohibiting the denial of coverage for individuals with pre-existing conditions. I would support a law allowing individuals to freely purchase insurance across state lines, which would allow for market competition bring down premiums and provide quality healthcare plans.
- MEDICAL RESEARCH AND DEVELOPMENT: "I would aggressively seek an increase in funding for medical research and development in both the public and private sectors, to provide our highly skilled medical professionals with the resources to continue their pursuit of finding cures for diseases and conditions such as Breast cancer, Colon cancer, Prostate cancer, HIV/Aides, Diabetes, and Autism, just to name a few. I believe that the very foundation of the quality of care we currently enjoy has been built upon our exceptional history of medical research and development."
- HEALTHCARE REGULATION: "While I believe over regulation is detrimental to the healthcare industry as a whole, I believe that narrowly enacted regulations and reasonable market oversight that works to eliminate and prevent Medicare and Medicaid fraud and is absolutely necessary. With annual losses $60-80 billion in Medicare and Medicaid fraud, there is a lot we can do and should be doing to eliminate and prevent this waste."
- EDUCATION: "Education should be high priority and this begins with accountability of those in charge of educating our children. Next, we need to increase options of school choice, which includes greater support of those who choose to home school their children with an increase in available resources including funding."
- IMMIGRATION: "While I do not support amnesty, I am open to the discussion of creating a limited guest worker program so long as it is well defined, enforced, and is offered to those who have no criminal history. But what is most important, is that in the process of enacting any reforming measures we not lose sight of what is fair to those who have immigrated legally and do what is in our national best interest. We have more than 12 million illegal immigrants here and realistically kicking them out of our country would be a logistical nightmare, not to mention unfair to the children who have learned to live in and become Americans. I have seen the face of the illegal immigrant, I have put names to these people and I have found them to be hard working dedicated individuals whose only desire was to make a better life for their children. I believe our government can find a way to bring about legislation and enforcement that creates a healthy and fair balance to this issue. Isn't this what America was created for?"
- FOREIGN POLICY: "National security is a priority; however, I believe that our involvement in foreign conflicts should commence only on congressional approval, unless we are under direct attack. Congressional approval should be in the event of an imminent direct threat of our national security or that of one of our allies."
- Bill and Laws: "When Congress creates bills to be considered as laws they need rooms of lawyers to help them write these laws so that even they cannot understand these bills; let alone the average American. I believe any bill that is created in Congress should be no more than one hundred pages long and should be understood by any public high school student. I plan to introduce a bill that will outline this requirement and begin to make laws transparent for the American people and simple enough for the common man to understand."
- Elected Officials: "I believe any elected official works for the citizen that he represents, not just the special interests that paid for his campaign. I believe it should be the highest honor to serve the public through government service and that by leading the public into a better tomorrow every single leader understands that serving the public is paramount. I want to restore the image of the public servant and prove to the people who elected me as well as those who didn't that honesty, integrity and character are the leading ideals that any public servant should embrace and if I can't do that then I don't deserve to be in government service."
