Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Sam Farr (D) did not seek re-election in 2016. Campaign themes

2016

The following issues were listed on Lucius' campaign website. For a full list of campaign themes, click here.

  • National Security: There is no more important issue than our nation’s security and the protection of the American people. We need to re-establish America’s place in the world. We have lost credibility with our partners and allies over the past eight years, and we need to regain our position of strength and leadership.
  • Immigration: The agricultural and tourism economies on the central coast of California are dependent on immigrant labor – those who are willing to do back-breaking work, pay taxes, and follow the law – so they might have a chance at a better life in America. As a member of Congress I would support more robust school, work, and family visa programs.
  • Water: District 20, like most of California, needs a reliable water supply. I support a multi-pronged approach including desalination, storage, and recycling water. Each county should determine the best approach for that community.
  • Healthcare: I support affordable and accessible healthcare, and there are many ways we can work together to improve health care legislation, simplify the rules, lower costs, and ensure access, without repealing the entire Affordable Care Act – and yet make major improvements.
  • Encryption: Don't force tech companies to break into our phones!
