C. John Baricevic is a former judge of the Twentieth Circuit Court of Illinois.[1]
Baricevic was elected in 2004 and retained in 2010.[2] Instead of running for retention again in 2016, he submitted his resignation and filed for a vacancy on the court. Read more below.[3]
Baricevic's son, C.J. Baricevic, was a 2016 candidate for the U.S. House.[4]
Education
Baricevic earned a B.S. from St. Benedict's College, going on to receive his master's degree from Kansas State Teachers College in 1975 and his J.D. from Southern Illinois University-Carbondale in 1978.[2][5]

Approach to the law
In an interview with The Madison-St. Clair Record, Baricevic said the following:
“ | I do believe the Illinois judiciary is under attack from special interests who push judges to rule for them regardless of what the law happens to be. Judges are elected to enforce the law, not make it. Judges are required to apply the law as passed.[2][6] | ” |
Elections
2016
Baricevic submitted his resignation and also filed to run for election to a vacancy on the court instead of running for retention. Judges Robert B. Haida and Robert P. LeChien also resigned and filed for election. Baricevic and Haida filed to run for each other's vacancies, while LeChien filed to run for his own vacancy. While this strategy may force the judges to run against an opponent, they would need only a majority to win. Judges running for retention must receive 60 percent of the vote in order to secure another term.[3]
Attorneys hired by Belleville City Clerk Dallas Cook launched an attempt to keep the judges off the primary ballot, accusing the judges of "circumventing what is intended by the Illinois Constitution."[7] Attorneys from both sides presented oral arguments to the Illinois State Board of Elections on January 4. An attorney representing the judges said, "It is irregular, but that doesn’t make it illegal."[3] The board of elections addressed the matter in its regularly scheduled meeting on January 20. Due to a 4-4 tie vote, the board took no action in removing the judges from the ballot.[8]
Illinois held general elections for local judicial offices on November 8, 2016. Ronald Duebbert defeated C. John Baricevic in the Illinois Twentieth Circuit Court general election.
