Yulan was an unofficial "mayor" of Tin Town, a community of outcasts and unhoused people located in the Republic City underground.[1]

History[]

Yulan was a second-generation inhabitant of Tin Town. She was unofficially nominated by the inhabitants of the town as a de facto leader and a mediator of disputes.

She was well aware that many people held hurtful assumptions about those who lived underground. Yulan hoped to prove the stereotypes wrong by embracing anyone who ended up in Tin Town, always lending a helpful hand to people finding themselves lost in the tunnels.

The "mayor" held a particular hate for the triads, as they sometimes used the tunnels for criminal activity and spread rumors blaming crime on the other inhabitants of the underground. She went out of her way to foil triad plans whenever she came across them. The only exception to this was the Badgermole Triad, as they had made the tunnels their home.[2]

Tin Town's genius but eccentric inventor, Yuki, eventually went missing after she set out to conduct tests on spirit vine roots underground, hoping she could use the energy to power their community. Yulan was well aware of Yuki's plans, and was still looking for someone to help go find her two weeks after the inventor's disappearance. The "mayor" did not want to go to the Air Nation for help, as she feared that they would shut down Yuki's experiments if they found out what she was trying to do. Yulan knew that spirit vine energy could be dangerous, but she did not want to pass up the opportunity for Tin Town to become totally self-sufficient.[3]

Yulan was idealistic, amicable, and eloquent, making her an easy pill to swallow for most people. The "mayor" was fiercely proud of her roots and hoped that one day the rumors about her community would be dispelled. She aspired for everyone to know Tin Town as a colorful, vibrant community full of innovative people who were thriving despite the odds. In her eyes, the hardscrabble roots of Tin Town were something to be celebrated, not shunned, as her people's hearts were in the right place.[2]
