2014 Session Summary
G
overnor Dayton deemed the 2014 legislatve
session the Unsession. We agree with him
that the frst priority was to undo the oner-
ous tax increases he and the DFL controlled
legislature foisted on the citzens and businesses
of Minnesota in 2013. Last year the state had a
projected $600 Million defcit, the soluton- in-
crease taxes over $2.1 Billion! Now that 2014 is
an electon year, the Governor and the DFL leaders
talked of tax cuts. But their Unsession undid only
19% of that crushing tax burden, only $400 Mil-
lion of the dead on arrival, job crushing business
to business and warehouse taxes. Hold the bus, if
government economics were run like your familys
checkbook, that would mean the state should stll
have a $1.1 Billion surplus. NOT! While your family
fghts through an economy that is struggling to grow
at barely 4% this year, Governor Dayton and the
legislature have lavishly expanded State spending
12%! The only explanaton is that our state leaders
think they know beter how to spend your money
than you do.
Where did your money go? Lets start with two
noteworthy pieces of legislaton from last year: The
extravagant $90 Million Senate Legislatve Ofce
Building, afectonately referred to as the SLOB,
and fxing the ongoing problems with implementng
Minnesotas ObamaCare, MNSure. In the spirit of
the Governors Unsession theme, the Republi-
can House and Senate minorites tried to bring up
amendments on the foor to Undo these bills only
to be shot down on a germaneness technicality.
Weve included these roll call votes here as a proxy
for atempts to protect the Taxpayers of Minnesota.
State worker pensions were also treated with a
multmillion dollar mult-year Band-Aid. The Duluth
Teachers Pension was bailed out and a path was set
to merge it with the State Teachers Pension, which
itself is underfunded. Government workers were
also the benefciaries of many tweaks to public
sector worker labor law, including an expansion of
the Bureau of Mediaton Services to include more
research and policy actvites, expanded mediaton
panel for unfair labor grievances. New contracts
with scheduled pay increases were passed. Yet,
there was no progress on positve reforms such as
pay for performance.
2014 Bonding year. The Legislatve session is a two
year, biennial system. The frst year of the bienni-
um, the odd numbered year is the budget year, the
second- even numbered year is the bonding year.
This system has been blurred in recent legislatve
years. The legislature now taxes and bonds during
both years of the biennium. This years bonding
bill was breathtakingly close to $1Billion. That is in
additon to the $177 Million bonded for projects last
year. The dollar value of outstanding state general
obligaton bonds cannot exceed 3.25 percent of
total state personal income. This year to get around
that ceiling, the Governor and legislature used $200
Million of your tax money to pay cash for more capi-
tal investments.

Minnesota by votng to dramatcally
increase spending while votng
against the corresponding tax increases to
pay for the expanded budget during the
2013/2014 biennium. We are bestowing
these legislators with a new ENRON
AWARD in memory of the infamous
company that cooked their books by
gaming their revenues and expenses.
These ENRON AWARD recipients are
trying to catch their consttuents asleep
at the wheel while they vote to lavishly
expand government programs, then vote
against the taxes necessary to fund the
expansion. Bills expanding state spending
include: HF 1233 (Health and Human
Services, HF5 (Health Care Exchange)
SF1236 (Higher Educaton), HF729 (Jobs),
HF630-SF453 (K-12 Educaton), SF489
(Pensions), HF1444 (Transportaton),
SF1589 (State Government), HF976
(Environmental), HF1068 (Capital
Investment), HF1951 (Pensions) and
HF3172 (Miscellaneous Spending).

Minnesota has had a quality of life and compettve advantage over our
neighboring states. But, Governor Dayton and the Legislature are carving away
at that advantage, having lost sight of the total tax and regulatory burden on
families and businesses. According to the Tax Foundaton, Minnesota moved
from 45th to 47th worst business tax climate under Governor Daytons leadership.
Kiplinger magazine listed Minnesota as the 47th worst state to retre in, due
in large part to the fact that MN is one of only 7 states that tax Social Security
benefts.
Governor Dayton is announcing that he cut taxes during this electon year. Even
MPRS Poligraph proved this claim to be FALSE. So when someone says they are
happy to pay for a beter Minnesota as the slogan goes, remind them of what our states near worst
in the naton tax burden is doing to hurt middle class families and diminish
our states compettveness to bring in new businesses.
Families, skilled labor, businesses and start-up capital are more mobile
than ever. Families and businesses will chose to locate where they have the
highest opportunity to grow and prosper, that includes locatng where they
receive the government services for the lowest cost.

1. Reclassifying non-teachers as teachers
This bill re-classifes some non-teaching staf as teachers for pay, benefts and union purposes. It afects current employees,
and will change school districts payrolls without any impact in the classroom. The taxpayer friendly and local control vote is a
NO. (SF 1722)
2. State recycling mandates to business
Minnesota has one of the highest rates in the naton and recycling. So why, this mandate by the state? It adds yet another layer
of compliance to businesses on top of an already burdensome regulatory environment. The taxpayer and business friendly
vote is a NO. (HF 0663)
3. Womens economic security act is bad for womens economic security
Requiring substantal new reportng and signifcant compliance measures makes it more likely that employers will just say no
to additonal employees, male or female. The taxpayer and business friendly vote is a NO. (HF 2536)
4. state pays cash to spend down the surplus
To get around the debt limit, the Governor and legislature used $200 Million of your tax money to pay cash for more capital
investments aviding the need to propriutze ze state spending. The taxpayer and business friendly vote is a NO. (HF 1068)
5. Bailing out government worker pensions while kicking the can down the road
This bill avoids the clear need for reform by hiding a failing local pension system in the state teachers pension which also has a
large unfunded liability. The taxpayer and business friendly vote is a NO. (SF 1951)
6. Job killing minimum wage increase
Minimum wage increases reduce the number of jobs. The real job killer in this bill is that it has built in increases, which will
cause infaton and businesses to look at relocaton. The taxpayer and business friendly vote is a NO. (HF 2091)
7. GOVT employee grievance board: will it save money or just shift the cost to taxpayers?
If you look at the compositon of this new board, it has union representaton on both sides of the table. We wont know if this
system will beneft the state untl we see what kinds of resolutons they achieve. The taxpayer and business friendly vote is
a NO. (HF 3014)
8. Even More money on the states credit card
This years bonding bill was nearly a billion dollars. That is in additon to the $177 Million essental projects bonded for last
year. Meanwhile, debt service contnues to grow as a porton of the states general fund budget. This is money that the state
will be consttutonally obligated to spend. The taxpayer friendly vote is a NO. The taxpayer and business friendly vote is a NO.

9. Pushing Public Health Insurance on School Districts will lead to its expansion
With more regulaton and requirements on how school districts and charter schools choose their health insurance plans for
employees, PEIP, the state plan for local government employees is likely to become default opton, not the opton of last resort.
Taxpayer friendly and local control vote is a NO. (SF 2180)
10. A Tax cut? Not so fast.
When their tax increases are projected to bring in $1.2 Billion to cover a defcit half that size and then they claim to reduce
taxes in the second year by pulling back some of those taxes, its not a tax cut. It is a reducton in what they were going to
tax you. (HF 1777) Weve chosen to score two amendments. In the House, amendment A29 (S. Anderson) tried to move
up the eliminaton of the marriage penalty to this year rather than next. The A22 (Ortman) amendment in the Senate tried
to repeal the estate tax provisions that are driving retrees to move out of the state. The taxpayer friendly vote on these two
amendments is a YES.
11. Spending the surplus
This supplemental spending bill exists simply because the State government had a surplus. In this bill is payment for union
contract increases that were signed by the administraton AFTER the budget went into afect last year. Do you think that
bargaining was afected by the fact that there was a budget surplus available for the taking? This bill was a feeding frenzy. The
Taxpayer Friendly vote was NO. (HF 3172)
12. Putting limits on COPS ability to take peoples property without a conviction
This bill limits the ability of law enforcement and prosecutors to seize property of individuals upon arrest for certain crimes.
They will now require a convicton. Taxpayer friendly vote was YES. (SF 874)
13. Another layer of bureaucracy and unfunded mandates for schools
There was a lot of controversy over the Safe and Supportve Minnesota Schools Act. Very litle atenton was focused on the
massive bureaucratc expansion and far-reaching encroachment on local control. It creates a 24-member leadership council
to improve school climate and safety and a new school climate center. Compliance costs by the school district are likely to
be high and in the end local taxpayers as well as state taxpayers will foot the bill. The Taxpayer Friendly vote was NO. (HF 826)
14. More pay increases for public sector workers
State workers contracts passed this year contnued automatc pay increases and no pay for performance reform as was
discussed in the past two years. Taxpayer friendly vote was a NO. (SF 1952)
15. MNSure Accountability (HOUSE ONLY)
This amendment the Health and Human Services bill got derailed in the House, as not germane to the bill. It would have
increased transparency and accountability of Minnesotas Health Care Exchange. Supporters of the amendment voted No to
overrule the speakers ruling. The Taxpayer friendly vote was a NO. (Dean Amendment on HF 2402)
16. Trying to stop the 90 million dollar new palace for senators. (SENATE ONLY)
This amendment to the Surplus Spending bill got derailed in the Senate, as not germane to the bill. It would have stripped
out the $90 Million dollar new Senate ofce building, which is unnecessary, costly and symbolic of a tone-deaf state
government. Supporters of the amendment voted No to overrule the speakers ruling. The Taxpayer friendly vote was a NO.
