We would like external metrics to be available in hpa

Replace hpa in helm chart from v1 to v2.
e.g,

Also allow dynamic modification of metrics parameters in autoscaling/v2

Describe alternatives you've considered
Enable/disable hpa by value.
(When deploying a customized hpa, deploy it separately without using chart.)
