Incorporating the Roundabout Angles script with a checkbox to disable/enable.

I take no credit for the Roundabout Angles script - I am only incorporating into RA Util as the previous authors are inactive and some changes will be necessary to "fix" the script moving forward due to some planned WME changes (and I wanted more decimal places in the angle displays :) ).
