Objective of the programme 

The objective of the WHO Bangladesh Country Office is to implement the Country Cooperation Strategy by supporting the Bangladesh Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies inappropriate and sustainable ways. The Country Office develops a two-way collaboration with the Government of Bangladesh in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. The overall Objective of the Administrative Unit within the Country Office is to provide core services in order to facilitate programme delivery in all aspects of administration & financial operations, including budget, HR Fellowships, Procurement, Security, Transport and Building Management ensuring efficient and smooth functioning of the Bangladesh Country Office. The Budget and Finance Sub-Unit will provide centralized quality financial control, accounting and budgetary support to the Bangladesh Country Office through monitoring financial and accounting data, analyzing and reporting and providing technical advice to enable effective management of funds in the most effective and efficient way possible.

DESCRIPTION OF DUTIES

Under the overall guidance of Administrative Officer and direct supervision of the Executive Associate (Budget & Finance), the incumbent performs a variety of finance and accounts related duties contributing to the smooth and efficient running of WCO BAN. Main duties of the position are listed below: 

  1. Assists to prepare projection/budget for yearly WCO operational expenses, monitors financial status in GSM and prepares implementation status reports when required.
  2. Payroll management of SSAs of WHO-BAN (SSA budget, IPO, SSA salary, overtime etc.), along with POC (Post Occupancy Cost) and insurance premium cost of SSA holders. Also manages UNV payments (GES PO), which includes invoice uploading and communicating with focal staff member of SEARO/HQ.
  3. Ensures proper management of General Bank and Mobile Financial Services of central office and field offices.
  4. Monitors and ensures action taken on the refunds of travel advance of SSA holders and recording in Cash Book.
  5. Administers bank reconciliation with e-Imprest accounts (cash book 412) and Field Office reconciliation along with status of field-wise advance in details; also maintains Imprest accounts of USD or BDT; prepares Bank and petty cash payment voucher based on approved invoices.
  6. Generates/downloads reports from GSM/BMS and present them in easily readable form in excel worksheets. Prepares data and follows up material amongst others, related to the incumbent's area of work.
  7. Reviews General Ledger including T-Account & Journal entries through ERP system to correct accounting entries by communicating with Global Service Desk; analyzes the expenses based on Service Category Matrix.
  8. Liaisons with local banks to clarify questions pertaining to official bank accounts and staff member accounts.
  9. Monitors the closing balance as per SEARO guidance to avoid short or over closing balance.
  10. Replaces other assistants in the unit during absence and perform any other task assigned by the supervisor.
