<wendy> seems that http://www.quirksmode.org/js/accessibility.html is headed in the direction that david recommends, but needs testing/evaluation procedures - likely need diff procedures for each type of baseline.

<wendy> forms validation - possible testing procedure: spell out each thing that should happen. stating explicitly what happenes when (e.g., enter incorrect telephone number, tab out of field. field doesn't validate until after tab out and using a SR it is expected to [xyz]. )
