Citizens, beware of the garbage police! Apparently, if you put your garbage out wrong, you are subject to the city of Dubuque not picking your garbage up, according to a letter I received in the mail from the refuse manager. Makes me wonder what you are supposed to do with it when this happens!

That might explain why when I take a walk I see garbage everywhere by Bunker Hill and along 32nd Street overlooking the catch basin. Heaven help me if the garbage can was turned backward, though I surely wasn’t told what the problem was.
