Introduction
• In today’s digital era, the evaluation of software plays vital role in harnessing technological
advancements for societal development. However, in the context of Ethiopia the evaluation
process of software has encountered obstacles that impede its effectiveness.
• This assessment aims to identify and analyze the factors that contribute negatively to the
evaluation of software in Ethiopia
This research provides insights into the specific challenges that software developers in Ethiopia face in evaluating
their software. This information can be used to develop interventions to address these challenges and improve the
quality of software evaluation in the country.
This research also has the potential to contribute to the development of software development methodologies and
tools that are tailored to the needs of Ethiopian software developers. This could help to improve the quality and
competitiveness of software developed in Ethiopia.
In this study is that the following factors are significantly associated with ineffective software project evaluation in
Ethiopia:
•Lack of skilled developers
•Inadequate infrastructure
•Weak intellectual property protection
•Lack of a standard process for development projects
•Lack of user feedback………..and so on
Key Findings
•The following factors are significantly associated with ineffective software project
evaluation in Ethiopia:
• Lack of skilled developers
• Inadequate infrastructure
• Weak intellectual property protection
•Software companies in Ethiopia need to develop and implement more effective
software project evaluation processes.
•The government and other stakeholders should provide more support for software
development in Ethiopia.

evaluation.
Results
Based on the questionnaires and interview responses, the following are the key challenges facing software
development in Ethiopia:
Lack of skilled developers: The respondents indicated that there is a shortage of skilled software
developers in Ethiopia. This is likely due to a number of factors, including limited access to quality
education and training, and a lack of opportunities for professional development.
Inadequate infrastructure: The respondents also cited inadequate infrastructure as a major challenge.
This includes unreliable internet connectivity, limited access to hardware, and a lack of appropriate
software tools.
Weak intellectual property protection: The respondents expressed concern that the weak intellectual
property protection in Ethiopia makes it difficult for software developers to protect their work from being
copied or stolen. This can discourage innovation and investment in the software development sector.

Overall, the questionnaires and interviews data suggest that the software development ecosystem in Ethiopia is
still in its early stages of development. There are a number of challenges that need to be addressed in order to
improve the quality and efficiency of software development in the country. These challenges include improving
internet connectivity, developing skilled manpower, defining quality standards, improving technical education and
training, providing adequate infrastructure, and strengthening intellectual property protection. The government
can play a significant role in addressing these challenges by providing support to software developers and
companies.
Implications
The findings of the study have a number of suggestions for policymakers, practitioners, and future
research.
There is a need to invest in education and training programs to develop the skills of software
developers in Ethiopia.
The government should improve the infrastructure that supports software development, such as
internet connectivity and access to hardware and software tools.
Software companies should develop and implement more effective software project evaluation
processes.
Software companies should invest in training their employees on software evaluation best practices.
Software companies should gather regular feedback from users to evaluate the usability and
satisfaction of their software products.
Conclusion
This research assessed the factors that contribute negatively to the evaluation of software in Ethiopia. The study
found that the following factors are the most significant contributors:
Lack of skilled developers
Inadequate infrastructure
Weak intellectual property protection
Ineffective software project evaluation
Lack of documentation and well-organized software source code
