Module Learning Outcomes
After studying the module, you should
be able to:
1. describe the principal body of defense of the
country; and
2. enumerate their functions.
What is the principal body of defense
of the Philippines?
The Military Defense
The Armed Forces of the Philippines
(AFP) is the principal body of defense of the
Republic of the Philippines, led by the
Commander-in-Chief in the person of the
President of the Philippines. It is composed of
the Philippine Army (Hukbong Katihan), the
Philippine Navy (Hukbong Dagat), and the
Philippine Air Force (Hukbong Himpapawid).
Filipino men and women who are
18 to 49 years old are eligible for
active duty in the AFP
What services are provided by the AFP?
The Armed Forces is divided into three
main services, all of which are
responsible for the country's overall
defense.
The Philippine Army's main
functions include training and organizing
army forces to conduct combat operations
and execute national defense plans. It is the
country's primary defense on land.
Philippine Navy is responsible for
protecting all 1,250,000 square kilometers of the
Philippines' water territory. It is composed of two
major commands, the Philippine Fleet and the
Philippine Marine Corps.
Lastly, the Philippine Air Force was
originally tasked with providing the country with
the best air force defense possible. However,
beginning in the 1980s, Air Force measures have
shifted more towards countering insurgencies.
Other rapid deployments under the AFP
ensure that all defense measures are carried
out through more specific functions. These
include the following:
Philippine Marine Corps, made up of
over 8,000 PMCs geared towards
instantaneous response to emergency
situations;
Philippine Navy Special Warfare
Group, which normally serves as support
to the Marines; and
Philippine Army Special
Operations Command, which serves as
the Light Reaction Battalion that
specializes in counter-terrorist operations.
The AFP also has regional offices
that focus on the defense of their
corresponding geographic areas of
responsibility.
The Civilian Defense
The Philippine National Police (Filipino:
Pambansang Pulisya ng Pilipinas and
abbreviated as PNP) is the national police force
of the Republic of the Philippines. The Philippine
National Police, which was a result of a merger
of the Philippine Constabulary and the
Integrated National Police, was activated on
January 29, 1991. Its national headquarters are
based at Camp Crame in Quezon City.
The PNP is national in scope and
civilian in character. It is administered and
controlled by the National Police Commission.
Its mission is to enforce the law, prevent and
control crimes, maintain peace and order, and
ensure public safety and internal security with
the active support of the community.
The Department of National Defense
(DND) (Filipino: Kagawaran ng Tanggulang
Pambansa) (KTP) is the executive department
of the Philippine government responsible for
guarding against external and internal threats to
peace and security in the country.
It is also responsible for disaster
preparation and management in the
country. It is headed by the Secretary of
National Defense, who is a member of the
President's cabinet.
The Department of National Defense
exercises executive supervision over the Armed
Forces of the Philippines (AFP), the Office of Civil
Defense (OCD), the Philippine Veterans Affairs
Office (PVAO), the National Defense College of
the Philippines (NDCP), and the Government
Arsenal (GA).
The Philippine Veterans Affairs Office (PVAO) (
Filipino: Tanggapan para sa Kapakanan ng mga
Beteranong Pilipino) is the agency of the Philippine
Government under the Department of National Defense
thru which a grateful nation pays its debt of gratitude to
her defenders – the Filipino Veterans. PVAO serves to
fulfill a national commitment as embodied in Section 7,
Article XVI of the 1987 Philippine Constitution:
“The State shall provide immediate and adequate
care, benefits and other forms of assistance to war
veterans and veterans of military campaigns, their
surviving spouses and orphans. Funds shall be provided
therefor and due consideration shall be given them in the
disposition of agricultural lands of the public domain and,
in appropriate cases, in the utilization of natural
resources.”
The National Defense College of the
Philippines (NDCP) (Filipino: Dalubhasaan ng
Tanggulang Pambansa ng Pilipinas) is an
educational, training, and research agency of the
Philippine government located inside Camp Emilio
Aguinaldo in Quezon City, Metro Manila. It is
responsible for providing continued and intensive
studies of the diverse problems relating to national
defense and security. It is under the Department
of National Defense.
The Government Arsenal (GA) is an
agency of the Philippine government under the
Department of National Defense responsible for
the production of basic weaponry and ammunition
for the Armed Forces of the Philippines(AFP), and
the Philippine National Defense (PNP), among
others, and for the sale and export of products in
excess of AFP/PNP requirements.
