SECTION 2.0: INTRODUCTION
2.1 PURPOSE
This document defines the minimum safety and health requirements aligned with the
Revised Implementing Rules and Regulations (IRR) of R.A. 11058 as amended by DOLE
Department Orders No. 252 and 253 (2023).
2.2 SCOPE
Applies to all FELDSPAR FLINT CONSTRUCTION AND TRADING projects, integrating
mandatory training, penalties, and administrative requirements in line with current DOLE
directives.
SECTION 2.3: ASSIGNMENT OF RESPONSIBILITIES
Safety Officer Classification:
All designated safety officers must be identified as SO1, SO2, SO3, or SO4 in accordance with
DOLE DO 252. Their certificates must be issued by DOLE-accredited OSH training providers.
SECTION 4.2: INCIDENT INVESTIGATION AND REPORTING
All workplace incidents shall be reported and investigated in compliance with the online
reporting mechanism of DOLE as mandated in DO 253. Severe injuries must be reported
within 24 hours via the DOLE portal.
SECTION 4.9: WORKERS' SKILLS AND CERTIFICATION
Training and certification must:
- Be provided by DOLE-recognized training institutions
- Comply with frequency, hours, and content mandated in DOLE DO 252
- Include annual refresher courses or per revised intervals
SECTION 5.8: TESTING AND INSPECTION OF HEAVY EQUIPMENT
Testing and inspection must be conducted by DOLE-accredited testing organizations, with
valid certificates prior to commissioning.
SECTION 7.0: PENALTIES/SANCTIONS
7.2 COMPLIANCE WITH DOLE ORDER NO. 253
In addition to company-imposed disciplinary actions, violations of OSH standards shall be
subject to administrative fines by DOLE as follows:
- ₱1,000 to ₱100,000 per day per violation depending on the gravity and duration
- Issuance of Correction Orders, Work Stoppage, or Cease-and-Desist Orders
These sanctions are in accordance with DOLE DO 253, which implements the penalty
system of RA 11058.
SECTION 10.4: TRAINING CERTIFICATES
All OSH personnel training certificates must include:
- Training hours and content per DO 252
- Accreditation by DOLE-recognized training organizations
- Safety Officer designation (SO1–SO4)
