1 PURPOSE
The Dust Control Management Plan (Plan) provides the measures to be implemented by Gulf Excellent Group
to minimize dust emissions during construction of Jafurah Upstream Pipeline and Wells Tie-In Project in
accordance with CONTRACTOR Environmental Management Program 000-ZA-E-85800.
The purpose of this Plan is to provide a description of measures that will be implemented to reduce dust
emissions during construction of the Project.
2 DUST HEALTH HAZARD
Dust emissions at project site occur both during construction & demolition. Typical dust from a construction
site includes respirable crystalline silica (RCS) which are very fine particles when rocks containing crystalline
silica are cut, crushed, ground, drilled. High exposure to RCS dust on a regular basis over many years can
cause a lung disease known as silicosis, followed in severe cases by lung cancer. As per EU Directive on
Carcinogens and Mutagens, a legal RCS occupational exposure limit of 0.1 mg/m3 (100 μg/m3) is defined at
industrial workplaces.
Dust at a construction site can take many other forms, and the materials released into the air can be made of
cement, coal, asbestos, metal, concrete, talc, stone, grout, asbestos and sand, which can create a potentially
lethal dust that can spread for a very long distance.
It is the size and chemical nature of the dust particles that determine the effect they have on the body. Larger
sized particles are called inhalable dust (size≥ 100µm). Most of this will be filtered out in the nose and throat.
Smaller size dust (called thoracic dust) can reach the lungs. If the dust is small enough it can be inhaled
deeply. This is called respirable dust (size<7µm). Very small particles can pass through the lungs into other
organs of the body.
The two most serious health problems caused by dust are cancers of the lungs, throat and nose, and other
lung conditions called Chronic Obstructive Pulmonary Disease (COPD) that includes chronic bronchitis and
emphysema.
2.1 Exposure limits for Dust
As per Control of Substance Hazardous Health (COSHH) definition, any kind of dust is hazardous to health
when present at a concentration in air equal to or greater than 10 mg/m³ of inhalable dust or 4 mg/m³ of
respirable dust, as measured over the equivalent of an 8-hour day. If any worker is exposed above these
levels, necessary controls are to be ensured to eliminate or reduce the risk.

2.2 Dust Health Monitoring & Screening
Health monitoring will be required:
- Where there is exposure to dust linked to an identifiable disease or adverse health effect.
- Where there is an increased likelihood of dust inhalation.
- Where the activity could expose workers to respirable crystalline silica dust.
3 DUST GENERATION
Main emissions sources during site activities include:
• Dust emissions: dust generation from activities including excavation, earthworks, vehicle movements
and wind passing over ground and dusty materials;
• Emissions from vehicles: engine exhausts emissions from construction vehicles and equipment;
3.1 Dust emissions
One of the major impacts related to the construction activities include air emissions resulting from dust
generation. Generation of dust may impact on public health, valuable environmental habitats and,
secondarily, on visual amenity.
The main activities that may generate dust are the following:
• Excavating, pneumatic rock breaking.
• Earthmoving activities from excavators, bulldozers.
• Handling and localized stockpiling of soil;
• Delivery of bedding and fill material to site.
• Levelling and rehabilitation of disturbed surfaces;
• Vehicles driving on unsealed roads and unconsolidated soil surfaces;
• Vehicle movement from vehicles used to transport labour workforce and materials.

• Grit-blasting activities, performed on the various aboveground pipes in order to smooth, shape and
clean the surfaces prior to the pipes coating and painting using abrasive substances and air
activities
3.2 Emissions from vehicles
Principal contributing activities include:
• Emission form transportation, associated with the release of exhaust emissions from vehicles used
to transport labour workforce and materials.
• Emission from construction equipment, associated with the release of exhaust emissions from
cranes, excavators, bulldozers, electrical generators and other plant and equipment during
construction.
Atmospheric emissions from these activities include carbon dioxide (CO2), oxides of nitrogen (NOX),
carbon monoxide (CO), volatile organic compounds (VOCs), Sulphur dioxide (SO2), particulate matter
(dust).
The construction machinery would involve the use of diesel-fueled mobile equipment and generators,
which may generate emissions and odors. Construction machinery will be operated outdoors and would
often be moving, therefore increasing dispersion and preventing high concentrations of emissions
occurring.
Fugitive emissions from vehicles on the site are dependent on the following factors:
• Type of fuel;
• Type of road and speed limits;
• Type and number of Vehicles and maintenance conditions.
This has a minor and temporary impact on local air quality.
4 DUST CONTROL
The phenomena of dust-induced ailment and disease only recently has been understood.
The causation factors of working in areas featuring high dust levels are now clearly understood and the long-

term consequences created from working in such high-risk environments have forced companies placing
greater level of care on employees.
The physiological damage of working in environments where high levels of dust exist can be simply explained
by the damage caused to the lungs, this may result in a host of respiratory diseases, heart disease and
pulmonary ailments.
The Project HSE Manager (PHSEM):
• shall advise on procurement of respiratory protection
• shall carry out dust control assessments as often as required to ensure employees’ health
• shall ensure adequate supply of respiratory protection is on site
• shall ensure that adequate respiratory training is available and provided for the work force
Contractor and GEGs:
• supervision when planning the work shall consider the anticipated dust levels that personnel under
their control may be exposed to
• where any concerns exist supervision shall consult with the HSE department and arrange an
analysis to take place
• shall provide adequate and suitable respiratory protection for the work being performed
reorganizing dust hazards and factors for different types of respiratory protection
4.1 General Instructions
• The action point is to keep the airborne dust particles to a minimum.
• This includes watering of roads as often as necessary on site.
• Screening grit blasting areas to contain particles from this operation.
• Provide adequate respiratory protection for each different activity to include general dust/sand
storms which are common in this area.

• Ensure pulmonary function test for all personnel who are required to wear any respirator other than
a simple dust mask.
• Dirt should not be dumped or worked in an area where dust will settle on equipment and
machinery in neighboring locations.
• Dirt should be wet down as it is being unloaded and when being worked.
4.2 Mitigation Measures
The impact was assessed as medium.
Overall, since the construction phase of the project is temporary, vehicular dust generation and exhaust
emissions are unlikely to cause permanent deterioration in ambient air quality levels in the project or
surrounding areas.
The below mitigation and control measures to control or reduce vehicular emissions and the dust (civil
works and vehicular) at the site will ensure to minimize adverse impact on air quality.
• All construction machinery and administrative vehicles shall be regularly serviced and checked in
order to guarantee good operation conditions.
• Vehicles shall be subject to appropriate routine maintenance programmes in compli ance with
applicable GCC Standards.
• Vehicles engine should be shutoff in case of long pauses in site activities.
• Diesel generators inspected and maintained according to manufacturer’s standards,
• Use of ultra- low sulphur diesel fuel when practicable and available,
• Workers/material transport activities will be planned in order to rationalize direct and indirect traffic;
• Ensure an adequate water supply on the site for effective dust/particulate matter
suppression/mitigation, using non-potable water where possible; or alternatively, by applying
approved dust suppression/sand control chemicals to the soil to bind them for the engineered life
of the PROJECT
• Excavation and Backfill activities shall be conducted in accordance with SAES -A-114

• Excavated areas must be compacted and contoured to minimize fugitive dust emissions. Height of
temporary stockpiles must be limited and aligned parallel to the prevailing wind direction. Minimize
drop height for material discharge;
• Ensure dust/ sand on roads leading to the sites is periodically and adequately cleared;
• All truck exhaust filters shall be periodically checked and replaced in case needed. This practice
will assure the emission control for engine exhaust.
• Bulk storage of excavated material should, to the extent poss ible, be avoided;
• Tracks and roads should be watered regularly to minimize air borne dust. Water is an effective
dust suppressant and is recommended to be used or controlling fugitive dust emissions from
stockpiles, dirt roads and around excavated areas
• During transportation avoid overloading of trucks with sand, gravel and aggregate and ensure
sufficient free board. Trucks traveling to and from the project site with these materials must be
covered with tarpaulin to minimize dust.
• Wheels of vehicles leaving the site will be washed to prevent diffusion of dust and dirt on roads
outside the construction area;
• Site-specific speed limits for vehicles driving on unpaved roads will be applied;
• Installation of anemometers to assess wind speed and, in case the wind speed is over 25 km/h, to
allow for the suspension of works, if applicable;
• Dust generation and suppression will be monitored visually in order to assess and respond with
appropriate measures to high levels of dust if necessary.
5 RECORDS
All records relevant to above instructions shall be kept in the site office for the duration of the project and
transferred to the Gulf Excellent Group Corporate Office, at the achievement of the Project, to be filed,
archived, and kept for a period of three years.
