16 WHEREAS, the Youth Parliamentarians of Laguna (YPL) is a youth-led, non-profit, non-
17 stock, non-sectarian, provincial organization which seeks to educate, engage, and empower the
18 youth of Laguna through active participation and social legislation;
19
20 WHEREAS, on the Article IV Section 1 of the Constitution and By-Laws of the
21 organization, the Laguna Youth Parliament, with an official acronym of “LYP”, shall be the
22 premier provincial legislative simulation program that shall serve as the Premier Youth Legislative
23 Program of the Province of Laguna; and shall convene selected youth parliamentarians from
24 different cities and municipalities of the province;

26 WHEREAS, the Laguna Youth Parliament shall serve as an avenue for the youth
27 parliamentarians to engage in local legislation through bill and resolution-making, lobbying of
28 proposed measures, promotion of advocacies; and shall serve as the platform of the organization
29 to recruit members and expand its membership base in Laguna;

31 WHEREAS, the Laguna Youth Parliament shall be conducted annually every August in
32 celebration of the International Youth Month in the Province of Laguna;

34 NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE
35 COMMITTEE ON ACTIVE CITIZENSHIP AND GOVERNANCE OF THE LAGUNA
36 YOUTH PARLIAMENT 2019, that the 1st Laguna Youth Parliament hereby institutionalize the
37 Laguna Youth Parliament as the Premier Youth Legislative Program of the Province of Laguna
38 shall be conducted every August of the year in the Province of Laguna in line with the celebration
39 of the International Youth Month;

41 RESOLVED, FURTHER, that the Laguna Youth Parliament Organizing Committee
42 headed by the LYP President and LYP Vice President shall convene the Laguna Youth Parliament;

44 RESOLVED FINALLY, the Budget for this annual program shall be sourced from the
45 fund of the Youth Development Affairs of the Province of Laguna.
