BATANG PINOY 2024 NATIONAL CHAMPIONSHIPS GENERAL GUIDELINES

ELIGIBILITY FOR THE NATIONAL CHAMPIONSHIPS

1. Participant must be a Filipino Citizen or a Philippine Passport holder.


2. The National Games is catered for Filipino youth aged 17 years and below. The
computation for the reckoning year for the eligibility of the participants in each version
of the Philippine National Youth Games shall be as follows: [Year of Conduct] – 17=
[Reckoning Year].
3. Endorsed and entered by their Local Government Unit (LGU). Club Teams, schools,
associations, and organizations can join the Batang Pinoy, as long as they are duly
endorsed by a particular LGU as part of the oQicial delegation.
4. A Filipino-foreign athlete may participate if the athlete is duly endorsed by a particular
LGU. The athlete should have a Philippine Passport, a copy of which should be
submitted.
5. Participation in the Batang Pinoy 2024 National Championships is FREE OF CHARGE.
No entry/participation/membership fee will be collected.

REPRESENTATION

1. Athletes shall be endorsed to participate as member of the oQicial delegation of a


province, city, independent cities and component cities.
2. All participating athletes shall represent only one LGU.

REQUIREMENTS

All participating delegations must submit the following requirements on or before the
deadline:
ü Original copy of Philippine Statistics Authority (PSA) issued Birth Certificate. Those
who participated, competed, and was issued of Batang Pinoy 2023 National
Championships ID need not to submit.
ü Medical Clearance with license number signed by a medical doctor within the last
two (2) months prior to submission of documents;
ü Waiver of Medical Liability Form signed by the parent/guardian of the athletes
attached with a copy of the parent/guardian’s valid ID;
ü OIicial Delegation List duly signed by the Local Chief Executive, with the LGU’s Dry
Seal;
ü Delegation Gallery with 2 X 2 ID pictures of ALL delegation members with white
background taken within the last 2 months prior to submission of documents;
ü Batang Pinoy Entry Form B (Entry by Name per Event) to be signed by the Head
Coach and duly noted by the Local Chief Executive.
No athlete is allowed to participate in the national games without the submission of
the aforementioned requirements.

Participating LGUs must submit their duly accomplished and final Batang Pinoy OQicial
Entry Forms on the set deadlines, otherwise it will not be accommodated.

Secure photocopies of all the documents.

Submit advanced soft copies of the aforementioned requirements for swifter facilitation
of the registration, thru the oQicial e-mail to be provided.

The data indicated in the OQicial Delegation List, Delegation Gallery, and Form B must be
consistent. Any discrepancy will cause delay in the screening and validation of entries.

Only LGUs with complete requirements shall be processed for registration. For further
queries and concerns, participating LGUs shall be notified by their assigned PSC LGU
Coordinator.

No on-site registration.

SUBSTITUTION/REPLACEMENT IN THE NATIONAL CHAMPIONSHIPS

1. Since there are no qualifying tournaments conducted, substitution or replacement of


qualified athletes is permitted, but it must be in accordance with the technical
guidelines and should be done during the Delegation Registration Meeting (DRM). The
schedules for the DRM will be posted on the BP website.
2. Requests for substitution or replacement after DRM will not be accepted.
3. Substitution may ONLY be allowed if they meet the following requirements:
a. The substitute athlete(s) must meet the eligibility requirements.
b. Late submission of requirements for replacement/substitution within the
prescribed period will not be accepted.

COMPETITION RULES

1. General Rule: If there is conflict between the Technical Guidelines of a particular


sport and the Batang Pinoy General Guidelines, the latter shall prevail.
2. All qualified athletes (individual and team events) should compete in the National
Championships. A qualified delegation who is present but did not compete shall be
suspended accordingly in the next Batang Pinoy edition. An oQicial report on this
violation shall be sent by the PSC to the respective LGU.
3. No athlete can play without the OQicial Coach, as declared in the Form B. In case of
replacement of coach, a letter from the Head of the Delegation of the concerned LGU
should be presented and submitted to the BP National Secretariat for approval.
4. All participating LGU Representatives, Coaches, Trainers, and Team Managers should
attend the Solidarity Meeting of their respective sport. Non-attendance in the said
solidarity meeting will constitute as waiver of the right to appeal or file a complaint.
5. An athlete is not allowed to play in multi-sports.
6. NO BATANG PINOY ID, NO PLAY.

PROTEST AND APPEALS

Only formal protests regarding an athlete’s eligibility and game/match results may be filed
before the Jury of Appeals by the Head Coach or HOD.

Protest on Athlete’s Eligibility


1. All participating delegations may file a protest with the Philippine Youth Games –
Batang Pinoy National Secretariat regarding athlete eligibility. However, non-
attendance in the Solidarity Meeting automatically waives the right of the
participating delegation to file any protest and appeal.
2. Protests on athlete’s eligibility must be filed by the petitioning delegation before the
start of the medal round. Filing of protest when the medal round has started shall
not be accepted nor entertained.
3. Petitioning LGUs shall submit an accomplished Protest Form (downloadable at the
oQicial BP website) addressed to the BP Organizing Committee, for action, along
with relevant and supporting documents.
4. The accomplished Protest Form with the relevant and supporting documents must
be submitted in duplicate to the BP National Secretariat.
5. The Protest Form must be duly signed by the Head of the Delegation, per the
submitted OQicial Delegation List. Filed protest signed by any other person shall not
be accepted nor entertained.
6. All protests shall be assessed and decided upon by the BP Jury of Appeal.
7. To file a protest, a non-refundable protest fee of Ten Thousand Pesos (PhP10,000.00)
must be paid by the petitioning delegation to the PSC cashier.

Protest on Game/Match Results


1. Any protest regarding the game/match results and oQiciating shall be filed to the
Tournament Director of the sport concerned, within the prescribed period of the
respective sport’s Technical Guidelines.
2. Filed protests shall be forwarded to the BP Jury on Appeal for review and deliberation.
3. Non-attendance in the Solidarity Meeting automatically waives the right of the LGU
to file protest and appeal.
Appeals
1. All participating delegations may file formal appeals with the Jury of Appeals on the
Tournament Director’s decision/s on the protests filed regarding game/match results
and oQiciating.
2. Appeals must be filed within sixty (60) minutes after the decision has been rendered.
3. Petitioning delegations shall submit an accomplished Appeal Form, (downloadable
at the oQicial BP website) addressed to the Executive Committee for action, with the
following attachments:
a. Names of the athlete/s, LGU represented, and Technical OQicial/s concerned

b. Copy of the game result certified by the Tournament Director, being protested
c. Copy of the protest decision rendered by the Tournament Director
4. The accomplished Appeal Form with the relevant and supporting documents must
be submitted in duplicate to the BP National Secretariat.
5. To file an appeal, a non-refundable Appeal Fee of Five Thousand Pesos (PhP5,000.00)
shall be paid by the petitioning delegation.
6. The appeal must be signed by the Head of Delegation. Filed appeals signed by any
other delegation oQicial, coach, parent, or athlete shall NOT be accepted nor
entertained.
7. The BP Jury on Appeals shall deliberate on the appeal and issue their decision on the
same through writing within the prescribed period of the respective sport’s Technical
Guidelines.

MEDAL AWARDING

1. All medals won and awarded shall be included in the OQicial Medal Tally.
2. In case of only one (1) participant registered in an event, no medal shall be awarded
and the event will not be included in the OQicial Medal Tally but participant will be
given a Certificate of Participation. In case of two (2) participants registered in an
event, only the winner will receive a medal (Gold). In case of three (3) participants
registered in an event, the winner (Gold) and runner-up (Silver) will receive medals.
But, if there are four (4) or more registered participants and only two
(2) participated and played, the winner (Gold) and runner-up (Silver) will receive
medals.
3. Medal/s will be deducted from an LGU if in case a protest was lodged and found with
probable cause.

MONETARY SUBSIDY FOR NATIONAL CHAMPIONSHIPS

1. All participants registered are entitled to a monetary subsidy from the PSC, to be
received upon actual registration during the National Championships. NO PROXY
AND AUTHORIZATION LETTER WILL BE ENTERTAINED.
2. Only one-time monetary subsidy shall be given to qualified athletes regardless of the
number of medals won.
3. Athlete should present their Batang Pinoy ID in claiming their allowance. NO BATANG
PINOY ID, NO ALLOWANCE.

QUOTA ALLOCATION

As of March 2023, there are 230 Local Government Units qualified to participate in the
Batang Pinoy. This includes the 82 provinces and 148 cities all over the country.
Municipalities and barangays are ineligible.

The maximum number of athletes or teams that each LGU delegation may enter per event or
category shall be determined and stipulated in the technical guidelines of each sport. The
quota of athlete per event per sport will be in accordance with FORM B.
